Bid Cinch
To Make
By OSWALD JACOBY
Newspaper Enterprise Assn.
Yesterday's hand showed a
slam that was a cinch to bid.
Here is one that was bid at only
two tables in a recent tournament.
In spite of this fact, it is a lead
pipe cinch to make.
It is rather easy to bid if you
use the artificial two no-trump
.response.
After that response South's three
heart bid shows a good hand,
but with no singleton or void.
North responds with four dia
monds. This bid not only shows
the diamond ace, but goes one
step further and denies any other
side ace. The reason is that if
North held two side aces he would
bid the cheapest one first.
South's four spade bid is a slam
try above game. He feels certain
that five hearts -will be a safe
contract and wants to see what
his partner can do about the club
suit.
North can do plenty about that
club suit. He bids five clubs to
show second round control. There
is no confusion here because his
previous hid of four diamonds
had denied first round control of
clubs.
South's five diamond bid was
a further slam try and clearly
showed the king of diamonds. He
couldn't be showing a singleton
because he would have bid three
diamonds over two no-trump with
a singleton diamond.
The five diamond bid gives
North a green light. He knows
that there are no diamond los
ers and probably no heart or
spade losers so he simply goes
to six hearts.

Active Life Despite Injury
Hire the Handicapped Week is
Oct. 6-13.
J. Harvey Brannan is a success
ful example of how handicapped
persons with a will "to-do" can
overcome a handicap and live a
normal life, if given an oppor
tunity. He is a customer contact
employe for the Oregon Water
Corporation with office headquar
ters at Seventh and Pine Streets.
He was born in Fort Klamath,
a member of the pioneer John
Loosley family on' his mother's
side. His father homesteaded on
Wood River and family dates go
back to before the Modoc Indian
War of 1872-1873.
He received his early school
training in the old Central School
and entered Klamath Union Hi"h
School when it was opened in 1928.
Came World War II, Harvey
Brannan left the United Stales as
an infantryman and in Italy was
badly injured. A bullet penetrated
his left hip. During a year in an
Army hospital, the entire hip sock
el was removed.
Today, while still bothered by
the old injury, he works the same
hours as any other employe of
the company, once owned by the
California - Oregon Power Com
pany, employed by llie power
company prior to the war, he
returned after recovery from his
injury.
Brannan, a swimmer, says
swimming is the best therapy he
knows about. He is married and
the father of five children, David
Bruns, a student at Oregon Slate
University; Christine Bruns, Chi
co State University; Laurie Lou
Bruns, a senior at Klamath Un
ion High School; Patty Jo and
Louis Edward Brannan, both at
Conger Elementary.
He is a past commander of
the Veterans of Foreign Wars, a
member of 'Klamath Falls Lodge
A.F. L A.M., of the First Metho
dist Church, and . is active in
YMCA and PTA.

Dissimilar though they may-iw,
the dilemmas faced by the Unit
ed States in South Viet Nam and
Latin America have certain
things in common.
In both, the United States is so
deeply committed that failure in
either would be a heavy blow to
its prestige and its global policy
of giving support to democracies
against communism.
In both, despite the vast sums
committed, the U.S. finds itself
in a role in which it can advise
but cannot command. Thus suc
cess depends upon each partner
acting with equal vigor.
And hence the weakness of the
U.S. position in both areas.
Let us deal here with Latin
America.
The Alliance for Progress now
is just over two years old. As out
lined by President Kennedy, it
called for a $20 billion investment
in Latin America over 10 years,
half of the sum to come from
the United States. -
Would Lift Standards '
Its purpose is to lift the 'living
standards of 200 million Latin
Americans and to strengthen de
mocracy through peaceful evolu
tion as opposed to violent revolu
tion. An important arm in helping to
carry out the objectives of the
alliance is supposed to be the Or
ganization of . American . States
(OAS).
The OAS is committed against
communism and to defend demo
cratic regimes against attacks
from either right or left whether
it be a Communist dictatorship
or a military coup.
But it also is committed to a
policy of non-interference, mak
ing it impossible to bring collec
tive action against Communist
Cuba or against a disturbing sc-

In other instances, relations

violence against a weak gov

creasing tough action against
Communist inspired violence in
Venezuela.
In Brazil, 'President Joao Gou-

cither his promises of reform or
government austerity. Last week
he called for and then withdrew
his request for declaration of a
state of siege. He satisfied ncith-l
