today that no threat to the pri
macy of the Pope is involved in
a proposal to enhance the poW'
-ers of bishops.
A parade of prominent prelates
strongly defended in council de
bate the idea that bishops of the
church constitute a "college" or
6acred body -which shares with
the Pope responsibility for the
government and welfare of the
wfiole church. Some conservative
council fathers have voiced fear
that the concept endangers papal
supremacy.
Another highlight of today's de
bate was a vigorous rebuttal by
Julius Cardinal Deopfncr, liberal
archbishop of Munich, Germany,
of a speech delivered last week
by Francis Cardinal Spellmun of
New York.
Spellman had attacked a provi
sion in the document on the
church now before the council
which would permit the ordina
tion of married deacons in mis
sionary territories which have a
shortage of priests.
Doepfner disputed Spellman's
contention that the proposal
would tlu-cateii the tradition
of priestly celibacy, iHc said the
deacons would bo carefully chos
cn to meet special circumstances
and -would not be merely "scond
class priests without the obliga
tion of celibacy."

tion of the importance of the Col
lege of Bishops. But he warned
tliat the bishops have no exist
ence . as a joint body and no
power "except in union with the
Roman pontiff.
Cardinal Legcr said that no one
should be afraid that Die enhanced
role of the bishops would in any
way weaken the doctrine of papal
primacy.
Both Legcr and Kucnig stressed
that the collegiality of the bish
ops was not a new idea but has
always been implicit in the tradi
tions of the church and in Scrip
ture. Cardinal Meyer developed in
detail the Scriptural basis for
the idea, lie said Christ en
trusted duties and powers over
tlie church to all of the apostles
as a body and not just to Peter
as an individual.

new amendments to Section 384A
of the petal code of the stale
of California.
Any person now cutting or
transporting more than five trees
or five pounds of shrubs
or boughs must make application
for transportation tags at tlie sher
iff's office in Yrcka. A landowner
may cut his own trees, but may
not transport them or have them
transported without making ap
plication.
Anyone culling on property not
his own must -submit a written
permit to the sheriffs office
signed by tho landowner of his
authorized agent and acknowl
edged before a notary public, be
fore he can make application for
transportation tags.
Tlie .permit is to contain the
number of species of trees
and the legal description of the
real properly, as usually found
in deeds and conveyances,
which cutting or removal or both
will take place.
One copy of the permit must

fore dawn today and asked for
political asylum, diplomatic
sources reported.
The Japanese Foreign Office
identified tlie defector as Chou
Hong-ching, 44, who came here
with the delegation last month for
an international ctnference on oil
pressure machinery.
The sources said Chou made his
way to the Soviet Embassy about
4 a.m. today, climbed over the
seven-foot concrete wall, and ask
ed Soviet officials for asylum.
Airline sources said five mem
bers of the delegation left fur
home today but three others, in
cluding the leader, remained in
Tokyo.
One report identified Chou as a
member of the faculty at Peking
Industrial University.
Soviet and Chinese spokesmen
declined comment on the defec
tion, the second of a Peking offi
cial in recent days.
In Moscow, Communist sources
said Sunday that Chou Hising-pu.
second secretary .of the Peking
Embassy in London, had elected
to stay in tlie Soviet capital with
his wife and two children.
Chou arrived in Moscow several
weeks ago, ostensibly on his way
home, but he did not continue his
trip to China.
Since the Smo-Soviet split be
came public, there have been no
known instances of Soviet defec
tions to the Chinese.
WASHINGTON (UPI) The
Federal Aviation Agency (FAAl
is bringing all military aircraft
on interceptor missions under its
Air Traffic Control (ATC) System.
The move is designed to reduce
the possibility of collisons be
tween fast-flying fighters and
private planes. The FAA has tried
out the concept in the Indianapolis,
Detroit and Chicago Air Traffic
Control Center areas with "very
successful" results.
This major air safety action was
revealed in the f'AA's monthly
publication "Aviation News,"
which contained a digest of a
hitherto unpublicizcd speech byi
the agency's top ATC official,!
David Thomas.
Thomas said 'nearly half of tlie,
2,300 near-collisions reported to the
FAA in the past five years in-1
volved military aircraft. Several!
near-misses between fighters and
airliners have occurred this year.

panded equipment and personnel
requirements are met, all inter
cept activities will be under ATC
guidance except for the actual
Intercept portion of a, mission.
He said the FAA also is provid
ing personnel to assist the Air
Defense Command in setting up a
training program for all personnel
in fighter-intercept operations. The
civilian agency also is encouraging
Ihe military to conduct as many
flights as possible under the
FAA's ATC system such as filing
instrument flight plans which en
ables ATC to keep better track of
military aircraft.
Thomas said the FAA's study of
2,500 near-collision reports since
1958 showed that:
About 20 collisions involving
civil aircraft occur each year. This
rate has been fairly consistent
since the immediate post World
War II days.

were so close that collision avoid
ance was pure luck rather than
resulting from evasive action by
pilots.
Most "near-misses" occur in
jdaylight, in clear weather and in
the cn route portion of the flight
(contrary to a common belief that
the congested airspace near air
ports is the main breeding ground
for incidents i.
Filing an IFR (instrument
light rules! plan offers no full
protection if the "other guy" is
flying VFR (visual flight rule); in
1962 alone, there were 156 near
collisions between planes operating

space, and aircraft flying VFf.
For no apparent reason.
Thursday is the "most prevalent
day for near-accidents."
