Congress Ends First 9 Months
With Many Proposals Pending
WASHINGTON (UPI) - Con
gress wound up the first nine
months of 1963 today with many
of President Kennedy's top legis
lative proposals far from enact
ment.
Faced with prospects of their
first year-round session since
World War II, members of both
Senate and House prepared for a
burst of activity in the final quar
ter of the year.
The President's two priority
requests civil rights and a tax
cut still have not been enacted
and some lawmakers predict that
one or the other may not get
through this year.
Despite its record of little ac
tivity on these and other Kenne
dy proposals, Congress has writ
ten into law a number of meas
ures during the first three-quar
ters of 1963.
Among these are extension of
Uie draft law. feed grains legis
lation, extension of corporate and
excise tax rates, an increase in
the national debt limit, emergen
cy legislation to avert a railroad
strike and aid to medical schools.
The Senate also gave the Presi
dent a major victory by ratifying
the nuclear test ban treaty and
the House is expected to com
plete action this week on a mili
tary pay arise bill.
From the administration stand
point, however, these accomplish
ments are offset by lack of ac
tion on civil rights and a tax cut,
a lag on the President's foreign
aid program, and the apparent
sidetracking of medicare for the
aged and parts of the Kennedy
education program.
In doubt also are such items on
the President's legislative list as
continued aid to areas of chronic
unemployment, cotton legislation
and measures to deal with dairy
surpluses.
There has been a serious lag
in Congress in action on the ap
propriations bills needed to fi
nance government operations.
Only four have gone to the Presi
dent. Six have passed both
Houses, but two of these are in
conference committees. Eight
others have- cleared one House
and four have yet to be approved
by either branch of Congress.
No major civil rights bill has
reached either the House or Sen
ate floor. Leaders hope to get a
one-year extension of t h e Civil
Rights Commission through Con
gress tilts week, but it is a far
cry from the broad Kennedy pro
gram.
The House has approved a $11
billion income tax cut requested
by Kennedy, but the measure is
awaiting action by the Senate Fi
nance Committee.

No Fight Seen On Rights Extension

Four Oregon residents died (lur
ing the weekend as a result of
traffic accidents.
Chester Jefferson, 73, Salem,
was struck and killed by a car
on U.S. Highway 20, U miles
west of Sisters Sunday night.
Barbara Shanley, 8, Clackamas,
died when hit by a car while rid
ing her bicycle near her home
Sunday night.
Charles Gripton, 46, Ontario,
died at a Boise hospital Saturday
night from injuries suffered in a
traffic crash near Council, Idaho,
Sept. 14.
Donna Clutter. 2, Charleston,
died at a Medford hospital Friday
night from injuries received when
she was struck by a car near
her home during the day.
WASHINGTON' (UPI I - Sen
ate leaders expected only token
opposition today when the bill to
extend the Civil Rights Commis
sion for one year is brought up
lor action.
Several Southern senators were
ready to attack the extension,
but major delaying moves such
as a filibuster were considered
unlikely against the measure
which is the first cilvil rights
proposal to reach the Senate
floor this year. The commission
expires officially at midnight but
leaders were hopeful Ihey could
pass the extension by this week.
The measure will be attached
as a "rider" to a House-approved
private relief bill that would pay
$316.83 to Mrs. Elizabeth G. Ma
son, a World War II widow in
Houlton, Maine.
Although the commission offi
cially ends business tonight, ils
employes can continue for two
months in closing-up operations.
Supporters of the extension said
failure ot Congress to act by to
night would make little difference
in the commission's operation.
