Toll May Reach Eight
In Washington Blast

tims of an explosion at a sugar
refining plant near here Wednes
day .which left four known dead
and four missing. '

sumed dead. Seven other men
were in a Moses Lake hospital
with burns and other injuries.
Workers, who labored by flood
light throughout the night, recov
ered the bodies of two men, John
Henry and Albert Lapp, both of
Moses Lake.
Two more bodies, those of
James I. Cain and Leonard Able,
believed to be from Moses Lake,
were spotted in the rubble, but
workers have not been able to
recover tliem.
The blast ripped through the
, $15 million facility, located three
miles east of here and owned by
the Utah and Idaho Sugar Co.,
about 5 p.m. Wednesday. The
plant was scheduled to begin
processing this year's multimil
lion dollar sugar beet crop today.
The blast left four of eight 150
foot high sugar beet storage silos
nothing but jagged stumps of
from 20 to 30 feet high. Surround
ing fields were littered with
chunks of glass brick, , twisted
steel and concrete from the silos.
The main building of the plant,
located only a few yards from
the silos, had all the concrete
blown away from it and was
nothing but a skeleton of twisted
structural steel. Two cars parked
nearby were flattened.
The casualties might have been
higher had it not been (or the
fact that the regular work force
of 250 men quit work a half hour
before the explosion occurred.
At the time of t h e explosion
there were 50 persons on the
premises. Some were putting in
overtime for the sugar firm and
others employed by a sheet metal
firm were, working in one of the
silos. Henry was the owner of the
sheet metal firm.
Ham Simmons, an assistant fire
marshal for Grant County Rural
District 5, said, ','Aiiy actual cs

be made in the daylight."
One survivor of the blast, Paul
Butler, an employe of the sugar
firm, said the explosion sounded
like an atomic bomb." He said
the interior of the factory was a
mass of twisted tubes.
Cause of the blast still was not
fully explained hours after it oc
curred, but firemen said it hap
pened in a silo partially filled
with sugar beets near where the
sheet metal firm crew was work
ing. There were reports, uncon
firmed, that the workmen had
been using torches of some sort.
The plant, built 10 years ago,
was swinging into full production
as sugar beet harvest got under
way in the Columbia Basin of
Central Washington this week.
The plant had been expected to
handle about 6,500 tons of beets
per day.
President Douglas Love of the
company indicated at Salt Lake
City, Utah, that damage was not
as heavy as observers at the
scene considered it. He said the
plant would be back in operation
"within a reasonably short time."
Macmillan
Cleared
By Report
LONDON (UP1) Britain's of
ficial investigator of the Profumo
scandal today cleared Prime Min
ister Harold Macmillan's govern
ment of any breach of security
in the affair.
The long - awaited report by
Lord Denning, Britain's second
ranking jurist, also cleared other
cabinet ministers of any involve
ment in the scandal that linked
War Minister John Profumo with
redhaired call girl Christine Keel
cr. But at the same time Lord
Denning said Macmillan and his
aides should have been aware of
what was going on between the
cabinet minister and the play
girl.
The report, published a half
hour after midnight, sketched the
dilemma of a government headed
by Macmillan, of Eton, Oxford,
and the Grenadier Guards, in
dealing with Profumo, of Harrow,
Oxford, and the Northampton
shire Yeomanry.
U.S. Officials Fear Return Of Trujillo-Type Rule In Dominican
WASHINGTON (UPD - U.S.
officials expressed fear today that
an echo of the Trujillo dictator
ship might be taking hold again
in the Dominican Republic.
The State Department has sus
pended all U.S. aid and diplomat
ic relations with the Caribbean
country until it becomes clear
what kind of government is set
up by military leaders who
Wednesday overthrew President
Juan Bosch.
U.S. Ambassador John B. Mar
tin in Santo Domingo has been
given the dilficult assignment of
finding out the military group's
intentions without formally estab
lishing diplomatic contact.
Martin is expeoted to remain in
the Dominican capital for a time
to make this assessment and then
to return to Washington for pol
icy talks.
The State Department ordered
the U.S. aid mission in the Do
minican Republic to halt all dis
bursements and to conduct no
business. However, it will remain
in the country.
A small U.S. Peace Corps con
tingent will carry on Hs activi
ties. U.S. officials privately ex
pressed concern that the Domini
can Republic might be under
going "a return to Trujilloism
without the Trujillos."
Generalissimo Rafael Trujillo,
who ruled the country with an
iron hand for .10 years, was as
sassinated in 1961, and members
of his family later went into exile.
The military leaders who oust
ed Bosch have denied any Tru
jillo connections. But some offi
cials here believe most of the
Dominican military was so much
a part of Trujillo's regime that
it would be hard to separate
them.
The Dominican defense minis
ter, Maj. Gen. Victor Vinas Ro
man, who apparently commanded
the coup against Bosch, is re-
garded as largely owing his posi
tion in life to the Trujillos.
