Tax Election
Holds Up
Board Action
SALEM (UPI) - The threat of
defeat of the $60 million tax in
crease measure at the Oct.. 15
election dominated activities of
the Board of Control here Tuesday.
The board authnrivivl a fl rum
inspection of the state owned sew
er line which serves institutions
east of Salem, but delayed a de
cision on release of $75,250 to re
pair the line until after the tax
election. '
Working drawings for two 25-boy
cottages at MacLaren school for
boys were approved, but further
woi-k on tne project was postponed
until after the tax election.
Also delayed until after the
election was purchase of property
on the Capitol Mall appraised at
$19,250.
The board said it wnnM att th
attorney general to determine if
the state could allow the new
Moore Business Forms Building to
hook onto a state sewer line.
The company asked permission
for a temporary hookup because
septic tanks cannot be used in the
area. The firm hopes in about two
years to nook up to the South
Salem sewer district which is be
ing organized.
,Gov. Mark Hatfield, Secretary
of State Howell Appling Jr., and
Treasurer Howard Belton caution
ed that earlier attorney general
rulings iheld the state could not
approve such a lease. They said
they would ask another opinion,
based on the emergency nature of
tiie request, and because it is
planned as a temporary hookup.

trump. If you play no conven
tions at all in response to a no
trump your best bet is to pass.
You will only get into trouble if
you bid.
Two hearts figures to bea bet
ter spot than one no-trump and
ordinary Stayman players can get
there by simply bidding two
hearts. Two spades will be even
better if your partner holds four
spades and Jacoby - Stayman
makes it possible for you to have
your cake and eat it too.
You respond with two clubs.
Your partner may only rebid to
two in a suit. If his rebid is
two diamonds you bid two hearts
and he will pass. This cots vou

Jf you had responded two hearts
directly. Actually lie bids two
spades and you have found the
right spot.
You will make two spades even
if you get the best defense, a
spade opening and a spade re
turn. You win the second spade
in your hand, cash the ace and
king of hearts and ruff a heart.
Now you lead your last spade
to dummy's queen and give West a
heart trick. In order to hold you
to two West must lead a diamond
to his partner, who must return
a club, whereupon they get two
club tricks plus the spade, heart
and djamond already in their pos
