Kennedy Rejects Plea
For Canadian Quotas
WASHINGTON (UPI) The
Kennedy administration has re
jected a plea signed by 106 con
gressmen 'or quotas on Canadian
softwood lumber, a Maine con
gressman disclosed today.
Rep. Clifford G. Mclntire, R
Maine, made public a letter from
Christian A. Herter, special repre
sentative for trade negotiations,
turning down the idea of trade
restrictions but announcing that
D.S.-Canadian talks on lumber
will be held in Washington during
the faU.
Herter's letter, dated Sept. 13,
was in response to a petition
signed by 106 congressmen Aug.
29 calling on President Kennedy
to take action against Canada's
growing export of softwood lum
ber. Canadian softwood lumber ex
ports to the United States totaled
about $230 million last year.
The petition said that unless
Kennedy acted, "there appears to
be no other alternative but that
the Congress enact legislation to
provide a quota." ,
But Herter said, "The adminis-'
tration has sought to deal with
the fundamental problems be
setting the lumber industry with
out resort to devices inimical to
our expansion of United States ex
ports or contrary to our interna
tional commitments."
He said lumber imports were an
"important factor" in the compe
titive situation, but that the U.S
industry faced other basic prob
lems such as timber supply, for
est access roads and transporta
tion costs.
"Measures other than import re
strictions must be brought into
play to meet these conditions,"
Herter said. "
He said he believed U.S.-Cana-dian
meetings coupled with do
mestic action under the six-point
program announced by President
Kennedy last year "can best make
a positive contribution to solving
the problems of this industry.
Herter did. not set a date for
the U.S.-Canadian lumber consul
tations. Similar talks were held
about a year ago, but there was
no reduction in Canadian ship
ments of lumber to the United
States.

VATICAN CITY (UPI) -. The
Ecumenical Council will start its
second session this month with de
bate on one of the weightiest and
most controversial items the na
ture, role and organization of the
church, it was announced today,
The council secretariat said in
communique that a new draft
of "De Ecclesia" about the
church, a source of heated debate
last year, would come up in the
first working meeting of the ses
sion Sept. 30. The session opens
the day before with, a public
ceremony.
The original draft of "De Eccle
sia," prepared by the theological
commission under conservative
Alfredo Cardinal Ottaviani, drew
widespread criticism from liberal
council fathers during the first
session last year.
Official communiques at the
time said a number of speakers
described the document as "too
juridical" and said it failed to
place enough, stress on the
powers of the college of bishops
and the function of laymen in
church life. Others said the docu
ment should be adapted to modern
reality, "avoiding any expression
that could shock" present - day
politicians.
"The church must be ready to
face persecutions, but it is not
part of its mission to provoke
them," one of the speakers was
quoted as saying. '
De Ecclesia" has since been
drastically rewritten by a coordi
nation commission which revised.

cated that the administration was
eager to avoid lengthy, time-consuming
hearings in the Senate Fi
nance Committee. The commit
tee's chairman. Sen. Harry F.
Byrd, D-Va., is a staunch foe of
cutting taxes without reducing
federal spending.

opinion came from President
Kennedy when he "submitted his
annual report on the aid program
to the lawmakers. Kennedy, hop
ing to convince the Senate to re
store House cuts in the aid pro

world depends on programs like
the aid proposal.
