Tie the two ends together in a
knot, trim off the excess. Shoes
are tied permanently. I do this

elastic comes in black, too, and
can go in his Sunday shoes. Do
be careful not to get the elastic
inn lioht as the instep takes up
a lot of room. The knot can be
slipped to the side underneath the
eye and not be seen.

each of your students and let

Higher Education Tuesday voted
to increase entrance require
ments and tuition fees if the 13
legislature's lax increase meas
ure is defeated Oct. IS.
Under the new requirements,
students would have to have bet
ter than a "C" average to get into
tate supported colleges and uni
versities next fall if the tax mea
sure fails.
The board also increased resi
dent tuition from $330 to $445 and
out-of-state tuition from $900 to
$1,215 in case the tax is rejected.
The board also announced it
would cut back on planned build
ing projects, repair programs,
and other special services.

isotope laboratory at Oregon Tech
nical Institute until the Oct. 15

WASHINGTON UPI - If I
read the signs and portents cor
rectly, we are on the brink of
being inundated by happiness
hooks.
I base this forecast partly on
the success of a book called
"Happiness is a Warm Puppy."
Illustrated by characters from
the comic strip "Peanuts, it
equates happiness with such child
hood pleasures as going barefoot,
making an "A" in spelling, etc.
But mostly I base the predic
tion on the success of a book
called "Happiness is Rat Fink."
A parody of the original, it
equates happiness with such adult
pleasures as seeing your mother-
in-law arrested on a narcotics
charge and having a pretty neigh
bor who undresses with the
shades up.
There is an old saying in the
publishing business that one good
lampoon deserves another, so it
seems logical to assume that a
number of other books of this
sort will be forthcoming.
There will, for instance, un
doubtedly be a happiness book
for teen-agers. "Happiness is a
Stolen Hubcap." "Happiness is a
Riot at Ocean City, Md."
And, of course, a happiness
book for colleges. "Happiness is

phone Booth." "Happiness is Crib
bing on a Religious Education
Test."
Before the market cools off, I
hope to be able to interest a pub
lisher in a happiness book for
Washington. I plan to call it
"Happiness is 51 'Per Cent of the
Votes."
The book I have in mind would
be divided into several sections
to cover various areas of the
capital, something like this:
The Pentagon: "Happiness is
Phasing in a New Program Be
fore the Old One is Finalized."
"Happiness is a Parking Place
Within rive .Miles of the River
Entrance." "Happiness is a Sec
retary Who is Younger Than Your
Wife."
The While House: "Happiness

tion." "Happiness is a Wife who
is Younger Than Your Secretary.
