Present Nuclear Test Ban Treaty
Outgrowth Of Five Years Effort
WASHINGTON' (UPI - The
nuclear test ban treaty before
the Senate today is the outcome
of five years of intensive nego
tiations with Russia and of hopes
dating back to the start of the
nuclear arms race in 1945.
The United States, Britain and
Russia the three present nuclear
powers first sat down at Geneva
t" try to negotiate a test ban
agreement on Oct. 31, 1958.
The agreement initialed in Mos
cow by the three powers last
July 25 and signed Aug. 5 is a
partial fulfillment of an original
goal to ban all types of nuclear
weapons tests.
The treaty, which is subject to
ratification by a two - thirds vote
of the U.S Senate, pledges
the three countries to refrain from
nuclear testing in the atmosphere,
outer space and under water.
Underground Tests Continue
Because of Russia's refusal to
accept international inspection of
Soviet territory, which the West
deemed necessary to check
against secret underground tests,
the treaty leaves underground
testing ior later negotiations. The
U.S. underground test program in
Nevada is continuing.
The treaty was opened to all
other countries to sign, regard
less of whether they are nuclear
powers. More than 80 other na
tions, ranging from West Ger
many to Western Samoa, have
put their names to it.
However, the treaty pledges the

In case one country believes
another has violated the treaty
with secret tests, there is a broad
escape clause: "Each party shall
in exercising its national sover
eignty, have the right to with
draw from the treaty if it de
cides that extraordinary events
related to the subiect matter .

try is supposed to give three
months notice of withdrawal.
President Kennedy said in a
July 26 address to- the nation,
that the treaty was a step toward
reducing tensions and limiting the
spread of nuclear weapons to
other countries.

per class, the governing board of
the Siskiyou Joint Junior College
District has decided.
The board, at its meeting last
Thursday, also announced that
contracts for evening classes have
been mailed to various high
school and elementary school dis
tricts and that evening classes

Shasta Gas of Weed submitted
the low bid for supplying gas to
the college this year and was
high bidder fur one of two pro
pane tanks offered for sale by the
college. The other tank went
to Mount Shasta Community Hospital.
