Kennedy's civil rights package
still face an uphill light in Con
gress. Senate Democratic Whip Hu
bert H. Humphrey, Minn.,
summed up the dilemma when he
told reporters that the demonstra
tion itself probably changed no
lawmaker's mind.
However, he said, it could have
an effect on the people of the na
tion and indirectly on na
tional feeling to which Congress
is responsible.

izing the space agency to spend
$3.35 billion during the current
fiscal year. Both the House and
senate approved a compromise
version of bills passed earlier by
each chamber. The legislation
now goes to the White House.
Shelters: The House Rules Com
mittee cleared for House action
legislation to start the govern
ment on a five-year. $2 billion
program for fallout shelter con
struction. The bill would author
ize appropriations up to $190 mil
lion for a one-year trial rim of a
plan to eventually put up 240 mil
lion shelter spaces in new and
old buildings.

its National Affairs Committee

chamber Wednesday.

land recommended that the cham
ber's board of directors oppose
the ratification of the treaty and
then express its position to Ore
gon state senators in Washington,
DC.
Brooks Dickenman, presiding for
President Jim Monteith and Vice
President Jim Slillwell who were
absent, accepted a motion de
ferring the matter until the next
meeting of the board.
After presenting his recommen
dation. Ilagland cited Russia's had
faith in the past and the risk i
that the U.S. might be lulled into
a false sense of security as two
principal reasons why the treaty
should not be ratified.
Ragland further pointed out that
it is unrealistic to assume that a
test ban would result in an end
! the production ot nuclear wea
pons. A treaty such as the one
devised in Moscow would not stop
a non-signatory country which de
sires to become a nuclear from
manufacturing such weapons, he
said.
On a fourth point, Ragland said
that the establishment o( such a
treaty would tend to increase
world tension, not decrease it
Non-signatory countries may be
gin testing and "get ahead of the
present nuclear powers," increas
ing international tension, he ex
plained. In addition, there would
le suspicion that Russia might
cheat or abrogate the treaty w ith
out warning, Ragland added.
On another point. Ragland stat
ed that such a treaty could inter
fere with the development of
peaceful uses of atomic energy as
tactical weapons and also would
curtail the development of anti
missile defenses in the U.S.
In conclusion, there is nothing
in the treaty that couldn't lie ac
complished by an agreed mora
torium between the two nations,
he remarked.
In other business. Dickerman
announced that the chamber had
received a letter frcm Gov. Mark
O. Hatfield in which the governor
commented that he had requested
the state highway engineer to in
vestigate why corrections had not
been completed on a highway sign
in Weed, Calif., according lo a
proposal made in April.
The sign reads "Portland via
U.S. (K) and Klamath Falls via
U.S. 97." The chamber has sought

transportation.
Poc Valley Grange presented a
humorous skit and the Midland
Juveniles also presented several
skits. This was followed by com-,
munity singing.
Discussions were held on the
income tax, and dessert luncheon;
