The 36 year-old commissioner is
presiding over a governmental
activity whose problems must
present one of the classic ironies
of our time.
The nation is in the midst of
an unprecedented burst of inven
tiveness and technological prog
ress that is helping everyone
and slowly crushing the Patent
Office to death under a moun
tainous workload.
Ladd, who is far from the wail
ing tvpe. is making a spirited ef
fort to reorganize his oflice. The
outcome could determine whether
the present system will survive
His new approach includes try
ing to adapt some of the new
technology to speeding up the
processing of patents. But so far,
this phase of the reorganization
has had only limited success
Ladd, a former Chicago patent
lawyer, stresses that the job of
saving the present system won t
be easy.
"The situation is not desper
ate," he said in an interview.
"But on the other hand, the Pal
ent Office has been chronically
behind for a long time. I think
the time has come when we will
have to make a decision."

Ladd said that if the present
reorganization does not improve
the situation by the middle of
next vear, "there should be a

been raised. Promotions now are

of seniority.

in volume of new applications,
the Patent Office is harassed by
these other problems

book myself. Now another problem
pertaining to the same subject.
I have a friend who borrows
books and she does return them
but in such disreputable condition
that I have to throw them out
She underlines in red pencil
passages which she likes folds
over the pages 'probably never
heard of a book mark1 and col
fee cup circles appear here and
there. The book jackets are in
variably lorn or missing.
Am I justified in asking this
friend to replace the books she
ruins? I've toyed with the idea
but have never been able to do
