cart are bargains and can of
fer many years of faithful service.
Others are awful disappointments
brcause they were misrepresent
ed by someone who wanted to
make a quick sale.
It's always wise to get a little
history. Why is It on the mar
ket? Has it been in a serious
wreck and patched up lo look
as good as new? Or did the
original owner unload it merely
because she wanted a new mod
el? Dear Ann Landers: You seem
to know a lot about psychology.
Will you please explain why some
people who are well off financial
ly go out of their way to give
the impression that they are ac
tually hard up?
I can understand why people
who are not very well-heeled
might pretend to have something,
hut what about these other
kooks?
Our friends live in a $50,000
home, drive three cars, take ele
gant trips and the whole famly
dresses beautifully. Yet they arc
forever crying poor mouth. They
say such things as, "We can't
understand why the Smiths in
vited us we aren't in their
league financially."
The truth is they can buy and
sell the Smiths 10 times over.
What makes people behave like

city? If a hearing aid is not

WASHINGTON (UPI) - Trea
sury Secretary Douglas Dillon told
Congress today that new sparkle
in the nations economy would
make it unnecessary to raise the
national debt ceiling to a new re
cord high this summer.
He said the "most gratifying ex
perience 01 tinding the conomic
pulse much more rhythmic in re
cent months means the Treasury
can get by if Congress will just
continue the present debt limit of
$309 billion through November.
This was expected to avert an
other wrangle for the time bein&l
at least inasmuch as simple ex
tension of the existing limit for
three months past its Aug. 31 ex
piration date is not likely to sth
up much fuss. '

would be back in the fall to re
quest another record hike.
They declined to predict how
high a ceiling they felt would be
needed.
When Dillon viewed the econo
mie improvements, which put the
Treasury into a belter, cash con
dition as heartening, it was some'
what embarrassing for him to
tell Congress about it.
He had forecast only a few
months ago that a boost in the!
debt limit to $320 billion would
be needed before the summer was
over. Economizers Republicans
and some Democrats viewed the
revised computations a proof that
treasury estimates were not reliable.
Neither Dillon nor Gordon
would give any revised estimates
of the budget deficit for the cur
rent fiscal year. The deficit figure'
has not been changed officially
since January when the President
estimated it at a record $11.9 billion.
Gordon said, however, that the
budget revisions submitted piece
meal to Congress since January
would, if approved without
change, add about $100 million to
Kennedy's proposed record budg
ct of $98.8 billion.
He said that budget cuts' pro
posed oy me administration in
foreign aid and other programs
would cut spending estimates by
about $200 million. This would be
offset, however, by new spending
proposals in the President's civil
rights message which would boost
spending by $300 million.

A brush fire believed started
by electricity from a power pole
broke out in the vicinity of Salt
Cave, near the Klamath River,
about 2:30 p.m. Saturday, less

Wardell said Monday.
The firc-fighling teams had
been suppressing a fire which
had broken out Friday in the vicin
ity of another power pole, about
three miles west of the river,
when KFPA received a radio re
port from the Pacific Power and
Light Company that another
brush fire had started in the
same area.
A six-man KFPA crew batllingl
the initial fire which swept across
35 acres of hilly terrain during
Friday and Saturday were dis
patched to Salt Cave and extin
guished the more recent blaze af
ter it burned about 3.4 acres.
The fire started within an area
bounded by a creek and a road

a group of University of Oregon

tifacts at the cave, Wardell stat
ed. They heard electricity arcing
across the top of the power pole
and noted that flames iiad broken
out under it. The students then
radioed the PPL office for as
sistance from a power company
radio-equipped vehicle they had
driven into the area, and the
firm, in turn, contacted the
KFPA.
As fire-fighters were suppress
ing the second blaze, other
teams resumed mop-up work on
the initial blaze which was be
ing continued Monday by a six-
man KFPA crew equipped with
three pumper trucks.
Two other fires that broke out
on KFPA lands during the week
end were suppressed before they
caused serious damage.
The first was sighted by the
Applcgate Butte lookout who re
ported a burning lot near the Wil
liamson River, northwest of Chil
oquin, on Sunday.
The other was a spot fire dis
covered and extinguished by
R. W. Rock, Pine Grove Road 2,
Klamath Falls, nearly one-quar
ter mile south of Lake of the
Woods, about 1:30 p.m., the same
day. Rock reported the incident
to the KFPA ajid asked that it
check the site to .be sure the fire
was out.
