East-West Cold War Conflict
Taking Place In Post Office
WASHINGTON (UPI) - The
East-West told war is a conflict
being waged on many and varied
fronts. And one of the more subtle
struggles is currently taking place
in U.S. post offices.
It is an unusual
"war" involv-1
ing men, worus ana laeas; a war
of printer's ink, rewsprint, pho
tographs and catchy slogans; a
propaganda war being fought
through the mails.
Since the cold war began in
1047, Communist presses in East
Berlin, Prague, Budapest, Moscow
and Peking have been sending un
solicited propaganda into this
country at the rate of 2.5 million
pieces per month courtesy of
Marxism-Leninism.
During March, April and May
of this year, postal officials re
ported they sent 8.5 million period
icals, magazines, tracts and news
letters to foreign propaganda units
for screening.

and technical specialists at propa

Miami, New Orleans, Chicago, El
I Paso, Ixis Angeles, San Francis-
co, Honolulu and San Juan, Puer
to Rico. The program will cost
the bureau $21)0.000 in fiscal
year 1!1M. In addition, the post
olfice has spent considerable time,
money and manpower to carry
out its half of the program.

partment, told a House subcom
mittee last month that the law
gave the department an "admin
istration task that we didn't want
to be saddled with. . ."

The law, enacted over Kennedy
administration opposition, has
been criticized in various quar
ters as "censorship" and "un
constitutional." And most of the
foreign publications affected have
sneered at it as a "mockery"
that destroys the "illusion of ai
free press in America."
The screening of mails for
propaganda is nothing new. Dur
ing World War II units were es
tablished to separate Nazi litera
ture from the regular mail. The
practice was resumed in 1!)4R to
combat Communist propaganda.
This program remained in effect
until 1961 when it was cancelled
by the administration on grounds
it aggravated efforts to improve
East-West relations.
Customs officials are quick to
point out that the program was
never designed to stop Ameri
cans from reading Communist
propaganda. Rather, they say, the
law is intended to stop the flow
j of material to people who never
requested it and do not want it.

ing from San Francisco was like

Thus far, Barlett's book of "Fa
miliar Quotations" has shown no
inclination to include this obser
vation, w hich w as arrived at Hie
day after the debut of Ford's
daily daytime half-hour show on
ABC-A'. Nevertheless, now, more
than a year later, the pairing
seems stranger than ever; but
like many another West Coast
marriage, it has lasted longer
than expected, and even seems to
lie blossoming after a near-cancellation.
As has been well-publicized, the
reason Ford broadcasts from San
Francisco is that he moved into
a home near there, awav from
Hollywood, hoping to avoid work
and enjoy the loot he had accu
mulatedbut ABC wanted him so
badly it agreed to let him do a
show in utter convenience.

doesn't. He just sits around on
the ABC television network for a
half hour a day, singing a little,
talking a little, and he docs it so
easily that Perry Como seems
nerve-wracking in retrospect. Er
nie has learned the secret, what
ever it is probably that he
couldn't care less about rat
ings or executives or sponsors.
