As the state of Israel has strug
gled toward self-sufficiency and a
place in the world family of na
tions, two conditions peculiar to
Israel alone have colored its ac
tions and its thinking.
One is the memory of six mil
lion Jewish victims of Hitlcrism
which has prevented normal rela'
tions with West Germany despite
vast infusions of West German
money into tlie new state.
. The other is the continuing
state c war and suspicion lie
Itween Israel and its Arab neigh
bors, which occasionally erupts
into violence despite peace-keeping
efforts of the United Nations.,
It was then with special bitter
ness that the Israelis reacted to
news that German scientists were
at work in the United Arab Re
public helping President Abdel
Gama Nasser to build up his ar
maments in aircraft and rocketry.
Tlie argument which bciled up

its offshoot in a trial in Basle,
Switzerland, of two men convict
ed of attempting to "coerce" Ger
man scientists in the U.A.R.
through threats and an attempted
kidnaping.
The defense charged that I h c

ler failed to do" and that deadly

medical use actually was intend
ed for Egyptian rocket w a r-iieads.
Between the Israelis and the
Arabs it was an old story of cs
pionage and counter-espionage, of
charges and counter-charges.
In December. I960, the Israelis
had aroused U.S. concern and
irab suspicions when tlie word
leaked out that Israel secretly
was constructing a powerful nu
clear reactor in the Negev. It
was a recurrence of the night
mare having to do with expan
sion of the "atomic club."

t p.m. on April 28, a Russian
born U.S. employe in a security-
sensitive job returned to his
apartment in suburban Washing
ton. As he started to enter, he
heard behind him a voice from
the past. It was his brother whom
he had last seen 23 years ago in
Russia.
Thus began a story of personal
terror and stolid courage which
led Monday to expulsion from
this country of a Soviet secret po
lice agent masquerading as a cul
tural attache at the Soviet Em
bassy.
The State Department demand
ed the "immediate departure" of
attache Gennadiy G. Sevastya-
nov, 33, accusing him of attempt
ing to recruit for espionage a
U.S. employe by threatening
harm to his family in the Soviet
Union.
