Course Set
For July
The Parks and Recreation Of
fice announced Thursday that a
course in scuba diving will be
offered at the municipal swim
ming pool. Don J. Oman, who is
trained in all phases of underwa
ter scuba apparatus, will be the
instructor.
The course is open to anyone
over 12 years of age, but the
class will be limited to 10.
Those registering are asked to
be at the pool Friday, July 5,
for a test on continuous swim
ming 25 lengths of the pool. The
first meeting will be Monday,
July 8, 7:30 p.m. at the Klamath
Auditorium.
Fee for the course is $15 per!
student. Required equipment will
be a snorkel tube, Nippers and a
face plate. Call the pool to
register. The number is TU 4-5214.

General Fund
Balance May
Be $897,000
SALEM (UPll-Oregon will end
the 1961-63 biennium Sunday with
a general fund balance of about
$897,000, Finance and Administra
tion Director Freeman Holmer
predicted today.
General Fund revenues for the
biennium totaled about $233 mil
lion. Holmer said, about $22 5 mil
lion less than expected.
The legislature two years ago
anticipated general fund revenues
of $255.8."i0.0O0, Holmer said.
The $987,000 balance takes into
account a $700,000 deficit expect
ed this month in the State Tax
Commission.
The bulk of state personal in
come tax refunds were paid out
during June, and Holmer said the
refunds would total about $700,000
more than tax collections for the
month.
To keep the state's general fund
from skidding into the red, $5.5
million was transferred to the
general fund this month from the
veterans' bond sinking fund
Gov. Mark Hatfield earlier this
year ordered a series of severe
cutbacks in agency spending.
Holmer said the underspending
totaled about $8.7 million.
In addition, there was an $11
million increase in other state
revenues from such items as the
increase in the price of liquor.
Holmer said personal income
tax collections for 1961-63 were
$20.6 million less than expected.

tions were down $2.2 million.
More Than Double
The $987,000 balance is more
than double the $473,100 forecast
by Gov. Mark Hatfield when he
announced his proposed budget
lor the 1963-65 biennium last Dec.
Some of the state's increased
revenue at the end of the bien
nium resulted because the legisla
tur did not eliminate the liquor
purchasers' permit as requested
by Hatfield.
The 1963 legislature approved a
$404 million general fund budget
for the coming biennium the
largest in the state's history.
To finance the budget, a $IM
million revenue increase was
adopted. The bill increases state
personal income taxes, corporate
excise taxes, and grants some re
lief for taxation of capital gains.

Fire Damage
A fire of unknown cause that
started in a chair and spread to
a plastic curtain and clothes clos
et at the William Snider resi
dence, 2251 Applepate Street, was
extinguished by firemen of the
city fire department substation
Thursday.
Firemen pot to the fire just as
it started to blaze up one ol
the walls in Snider's living room
und had it under control before it
caused extensive damage to the
house.
There was extensive s m o k e K)
damage to the room plus damage
to the chair, curtain, rug and
clothes in the closet. No damage
estimates were made. The cause
of the fire is still under investigation.
