653 Measures Approved
By State Legislature

lative session ended late Wednes
day as far as the governor's of
fice was concerned.
That was when the final meas
ures approved by the 1963 legisla
ture were sent on to the secretary
of state's oltice.
Gov. Mark Hatfield allowed 25
measures to become law without
his signature. One was the S60
million tax increase package
which already is under threat of
referral to the voters.
During the 141-day session, the
legislature approved 653 meas
ures.
Hatfield vetoed nine outright,
and the effective date of another.
During the 1961 session, which
lasted 122 days, the legislature
approved 725 measures. Eight
were vetoed, and all the rest
sicned by the governor.
The figures for the 115-day 1959
session included 718 measures ap
proved by the legislature, 23 ve
toed, and two allowed to become
law without signature.
Of the 25 unsigned measures, 19
were appropriation bills, one ex- A Roman named Martial was

All the measures that did not
carry the emergency clause, or a
special effective date, will become
law on Sept. 290 days alter adjournment.
The big question still revolved
around the tax increase measure.
The Citizens Committee for
Economy and Equitable Taxation,
headed by Albany weekly news
paper editor J. Francyl Howard,
has announced plans to refer the
tax increase bill.
If they follow through, and get
the needed 23,185 signatures, a
tpcual election will be held Oct,
15.
If the tax measure is rejected
by the voters, a special session
may be called, and drastic cut
backs in state programs will re
sult.
Now that the tax measure has
been sent on to the secretary of
state, its future rests with How
ard's group.
