with saving the lives of several persons in Oregon this year

At Friday s closing session oi
the Communist Central Commit

presidium (o!itbuni member
Nikolai Podcorny were elected
committee secretaries.
Western observers viewed the
move as a possible first step to
ward making the energetic, busy
browed Soviet president the Com

As such, he would succeed deputy
party leader and central commit
tee secretary Frol Kozlov.
Kozlov. long considered the M.

and partial paralysis recently. It
is uncertain whether he will ever
be able to resume his duties.
Thus Brezhnev, 68, appeared to

There has been some specula-

there has been nothing even re
sembling an official announcement.
In another development, the
central committee threw its
unanimous support to Khrushchev,
in his ideological battle against1
Red China. Tie committee is the
highest political body in Russia.
The committee, in a statement
published in Saturday's issue of
the Communist party newspaper
Pravda, termed groundless andi

Fish Pact
Unsettled
WASHINGTON- IUPI) - The
United States, Canada and Japan
have ended a two week fisheries
conference without resolving t h e
key issue of whether Japan should
be allowed to fish m areas cur
rently reserved for North Ameri
can fishermen.
The three delegations suggested
another meeting on the North Pa
cific Fisheries in the fall. Japan
said it hoped the meeting would
be scheduled in September in
Tokyo.
Stumbling block at Hie confer
ence was the "abstention princi
ple" in the 10-year-old Interna
tional North Pacific Fisheries Con-i
vention, under which Japan can
not fish for certain species in
areas of the eastern North Pa
cific ocean so long as U.S. and
Canadian fishermen are fully util
izing the stocks.
Japan called the abstention
principle irrational and said it
could not continue with the pres
cnt treaty. However Informed
sources said Japan did not serve
her, notice that it wanted to wunaraw
from the agreement. Any nation
can terminate the pact on one
year's notice.
Canada and the united states
refused to scrap the abstention!
principle and criticized as too gen
oral a substitute pact proposed by
Japan. They said problems could
be solved within the present!
treaty.
In the final communique, the
three delegations said they "con

Scandal May

In Britain
LONDON (UPD Rumors thai
more cabinet ministers may be
involved in Britain's "scandal of
the century" hinted at the possi
bility of additional trouble for
Prime Minister Harold Macmil

Opposition sources said the La

Profumo resigned from office
after admitting he lied when he
informed the house that there had
been nothing improper in his re
lationship with the attractive
playgirl.
The security threat implicit by
Ivanov's involvement in tlie case
shook the Macmillan government.
The Conservative party already
had been staggering under a se
ries of special-election deleats.
Macmillan announced he had
appointed Lord Denning, a twice-
married judge and master oi k
rolls, to lead a judicial inquiry
into the security aspects of the
affair.
But Labor party Leader Harold
Wilson accused the government of
"running away from the truth."
He called such an inquiry "to
tally inadequate to allay public
anxiety" and said it could lead
to a "bigger and vaster cover-up
than we have had."
There have been allegations
that attempts were made to get
the Keeler girl to pry official se
crets out of Profumo. but without
success.
Tlie Labor party's "shadow cab
inet" meets on Monday. Sources
said it may force a house debate
on whether to set up a parliament
ary "select committee" armed
with the right to subpoena wit
nesses and documents. Denning
will not have this power.
The debate could end wilh an
other confidence vote on the gov

The East German action placed
the wall area out of bounds four
days before President Kennedy's

a connection between the new re
strictions and Kennedy's visit
Wednesday.
An order issued by Gen. Heinz
Hoffman, East German defense
minister, barred East Germans
from approaching within about
100 yards of the Berlin wall.
The Berlin branch of West Ger
