Many American officials here fear
(iiat President Ngo Dinh Diem's
handling of the serious dispute
with South Viet Nam s Buddhist
majority shows his regime may
lack the political capacity to deal
with its population in a guerrilla
war.
The dispute, simmering for
years, finally erupted into violence
recently when government troops
and armored cars opened fire
against thousands of Buddhist
demonstrating in the northern
town of Hue against alleged re
ligious discrimination. Nine per
sons were killed.
