Meat Cleaver Pins Go To Committee Members
. SALEM (UPH Fourteen mem
' bers of the 1963 legislature worked
. and then went home wearing,
with some pride, special "badges
of distinction" little gold pins in
the shape of a meat cleaver.
These were the 13 men and onei
.. woman on the powerful Ways and
Means Committee, who had the
job of deciding how much the
state should 6Knd in the 1963-631
biennium.
The pins meant different thing;
to different people.
To Gov. Mark Hatfield, whose
remarks started the exclusive fad
it meant the committee was hack
ing away essential parts of hisi
$405 mUhon spending program.
To House Tax Committee Chair
man Richard Eymann it was a
. symbol of the slate s money prob
Iem and the need for the new
taxes he was trying to raise
' To nervous educators, who
spend the biggest chunk of state
' money, it meant a threat hang-,
ing over the funds they were
pleading for to keep the quality
of education high from lirst grade
through college.
To the Ways and Means Com
mi!lee a group knitted into a
club through long shirtsleeve ses
sions starting at dawn and run-
ning late into the night over foot
' high stacks of budget books list
ing expenditures Irom a new
building to a typewriter and to
the legislature that supported
most of their decisions, it meant
this:

A job well done of striking
a balance between what a healthy
Oregon needs and what her financially-strained
taxpayers want
to pay for.
The legislature ended up with
a budget of $404 million in lax
payers' money, on the surface,1
about $1 million less than Hat
field proposed.
In reality, however, counting
considerable fund shifting, the
legislature came up with a spend
ing program about $5 million un
der the governor's.

eral funds. And they decided to
use $10 million in general funds
for college buildings where the
governor had planned to borrow
through bonds.
Hatlield insisted his program
was the least Oregon could spend
and still keep services at the
same level. Educators, and many
lotlitr slate agencies, argued even
Hatfield's p r o p s a 1 s were too
little.

WASHINGTON (UPI) Pres
ident Kennedy has decided upon
the general broad outline of
new civil rights legislation and
plans to send a special message
to Congress next week, the White
House said today.
The President s decision was
announced as he scheduled
meeting with 100 businessmen in
the hope of enlisting voluntary!
support in desegregating facilities
they operate in the South.
Administration sources said
consultations would continue on
the new civil rights legislation
and that Republican leaders prob
ably would be brought into the
discussions.
It was said, however, that
House and Senate Democratic
leaders probably would contact
GOP leaders rather than have the
Republicans meet personally with
the President or Atty. Gen. Rob
ert F, Kennedy.
White House sources said Ken
nedy was waiting until next
week to submit his program be
cause as one official put it he
wants "enough consultation be
hind it to give it a chance of

services.
In fact, they replied, their long
study they had improved on Hat
field's spending blueprint by re
moving the Inst vestiges of fat
while fortifying some spots that
were too lean.
Since money determines what
(he state can do, the committee
was deciding policy for the next
two years. And the committee
didn't stop at sums of money. It
also overhauled many budgeting
procedures that spell out just how
the money is appropriated and
spent.
The $404 million is a record

It was reported that one of the
proposals under consideration
would permit the attorney general
lo file suits on behalf of Negroes
excluded from schools and other
public facilities. Another would
bar racial discrimination in any
business dealing in interstate
commerce. This would include
hotels, motels, most stores, thea
ters and restaurants.
Officials said there are no pres
ent plans for Kennedy to go on
radio and television with a public
appeal for solution of the racial
problem.

Pierre Salinger said there would
be no official report on today's
meeting with businessmen. Salin
ger said the President would
speak to the group and ask for its
views but Kennedy "considers
this a private meeting."

Other Money Spent
That doesn't represent all that
Oregon will spend in 1963-63 -
only the general fund portion col
lected from taxpayers.
In all, the spending program
comes to some $1.2 billion the
rest coming from pledged funds
such as the gasoline tax special
fees such as those paid by fisher
men or students, and federal
grants matching money.
It is in the general fund por
tion, however, that the big de
cisions are made.
Education, despite its qualms,
fared better than some.
The legislature approved $141
million for local school districts,
$5.8 million for special classes,
and $8.4 million for community
colleges and the Department of
Education.
Troubled higher education end-
led up with $77.3 million in gen
eral funds, $1.7 million for extra
salary improvements, $44 million
in general funds and various
bonds for buildings, and a new
tuberculosis hospital with $2 mil
lion to run it.
Higher education's own requests
for more than the governor pro
posed were ignored.
Where else does Oregon spend
$660 per man, woman and child
in general and special funds in
two years time?
Perhaps the biggest sum is
the $241 million highway budget,
most of it from fuel taxes and
federal funds.
The legislature also provided
for a $106 million public welfare
program, with the state paying
$41.9 million.
Other budgets range from pris
ons and the courts to agencies
dealing with health, airplanes, for
ests and fish.
The legislature raised taxes.
And, though a drop in the bucket,!
the legislators raised their own
pay. They also stayed at Salem
a record-long time. Whether the
voters think 14 meat cleaver pins
represent a conscientious effort to
hold the spending line remains to
be seen.
