En Wheat Plan Defeat

Kennedy's 1964 wheat control plan
may be felt far and wide, but the
housewife Is least likely to
see any difference in her pocket
book. Wheat farmers, in a nationwide
referendum last Tuesday, over
whelmingly rejected a govern
ment proposal for high price sup
ports coupled with strict controls
on production.
Administration leaders said the
rejection would mean almost un
limited wheat production next
season, a sharp buildup of sur
pluses, and a drop in average sup
port prices to farmers from the
current $2 a bushel to $1.25 on
the crop due to hit the market
about a year from now.
The consequences could be felt
on the national budget, on econ
omies of farm states and in the
world market. But there are two
big "ifs" if government planners
do not change their minds and
push for a new plan and if con
grcssmen with an eye to the I9M
elections do not succeed in enact'
ing a substitute.
Still Too Karly
It is too soon to speculate what
the defeat will mean on the fam
ily food bill, according to most of.
the economists, millers and bak
crs polled by United Press Inter
national.
But most agreed the housewife
will probably see little change on
her grocer's shelves.
"It won't mean a cent of dif
ference in the price of a loaf of
bread, an economist of the U.S.
Department of Agriculture
(USDA) said in Chicago.
He explained that wheat, no
matter how much its cost at the
farm level, is one of the smallest
factors that go to make up the
price of bread.
Gets Small Share
Farmers received an average
of only 2.9 cents from a one-pound
loaf selling for 20.9 cents in lOftl,
according to a USDA study. The
farmers' share Included not only
wheat about 2.5 cents but also
milk, eggs, lard and other farm
originated ingredients.
Grain elevators, transportation
and other handling took 1.5 cents,
flour mills 1 cent and baker-!
wholesalers 11.7 cents. Grocers
made an average profit of 3.8
cents per loaf.
Arthur T. Joyce, editorial di
rector of the industry publication,
Baker's Weekly, said the baking
trade has given little consideration
to flour costs in recent years in
its pricing because the percentagei
is so small.
California Democrats Back Brown In Withholding Tax Fight

fornia's Democratic party leaders

Republicans to "scuttle" his with
holding tax program.

Governor's major legislative pro
posals, including withholding.
The group also went on record
supporting President John F. Ken
nedy's foreign policy, fallout shel
ter, political contribution, educa
tional, juvenile delinquency, con
servation and civil rights pro
grams. Brown, speaking at a morning
session, accused the GOP of try
ing to "force the will of the mi
nority" on the Legislature.
GOP caucus leaders announced
Thursday that the party was com
mitted to block passage of
Brown's $3.2 billion budget for fis
cal 1963-64 until withholding is de
feated, even if it takes all sum
mer. The budget, in order to go inlo
effect July 1, must pass the As
sembly by 54 votes and the Demo
crats have only a 52-28 majority
in the lower chamber. This means
they must pick up two Republi
can votes.
"Won't be Intimidated
Broun told the estimated 100
party leaders that he " ill not be
intimidated by the Republican at
tempt to operate government by
coercion.
"If the people of California
wanted a Republican majority,"
Brown said, "they would elect
one. The Republican minority will
not be permitted to block the ma
jority will. Nor will it be permit
ted to scuttle programs which are
crucially needed if Caliiornia is
not to be engulfed by growth."
The Governor defended his tax
reforms, which also include speed
up of payments (or insurance and
bank and corporation taxes, as
"sound and solid."
"With the help of our majority
in I he Legislature I will continue
to fight lor those programs," said
Brown. "And I serve fair warn
ing on the Republican minority
that the interest of tlie people of
California must come first."

from the Central Committee reso

death penalty in California. Other
party groups, including the CDC
and the Young Democrats organ
ization, had expressed their vigor
ous support of the moratorium.
On the state level, the commit
tee went on record supporting

NATO nuclear force.
Commenting on the meeting,
the official Soviet news agency
Tass claimed the United States
had been handed a "politico-diplomatic"
setback by its Allies.
It said the European NATO
members had rejected the U.S.
plan "in Ma present stage." It
noted the proposed U.S. project to
arm surface ships with Polaris
missiles had been shelved.
But, at the same time, Tass
said the NATO decision to add
"more muscle" to NATO nuclear
strike forces in Europe was a
"step fraught with the most se
rious danger for the cause of
peace and security of the peo
ples." Initial reaction by Western
newspapers appeared cool. The
Times of London said "it was
wrong lo suppose that anything of
immediate value had been
achieved."

Red Commander Sees Third World
War Sparked By Communist Hatreds

Europe, charged today that ha
