Arthur Henry Page, SI, a trust
ed Brink's employe for 11 years,
was arrested Thursday night at a
swank motel where his high liv
ing had failed to arouse suspicion.
He was turned over to Federal
Bureau of Investigation agents af
er a policeman spotted his car
listed on wanted circulars in Uio

shadow of French President Char
les de Gaulle fell across the meet
ing here last week of the NATO
ministerial council.
None of the visiting NATO lead
ers mentioned the basic split on
European strategy and policy be
tween the aloof French president
and his British-American allies.
The conferees were most care
ful, however, to avoid digging into
any issues which might widen
the breach.
The council's action in reorga
nizing existing nuclear forces in
Europe to give NATO a more di
rect hand in managing them was
accepted with amused tolerance

Market Suffers First
Setback In 12 Weeks
NEW YOKK (UPI) While
most Wall Street soothsayers
were preoccupied with predicting
higher stock market last week,
stocks themselves were quietly
suffering their first setback in
twelve weeks.
The turnabout was nearly as
tricky as a magician's sleight-of-
hand. Even some veteran market
observer had to look (wice to
make sure the popular Dow-Jones
industrial average down 4.28 on
the week hadn't erred in record
ing the market's action.
What you saw depended upon
where you looked.
On some days the overall mar
ket outperformed the Dow-Jones
averages as could be confirmed
by glancing at the advance-de
cline line or the high-low index
and comparing these with the
averages.
As a typical example: On
Wednesday new highs for the
year outnumbered new lows 129
to 12 and advances outweighed
declines 596 to 489 yet the D-J
industrial average was off 1.20.
Further evidence that interest
had switched from the blue chips
into a large number of secondary
issues could be found by looking
at the list of the day's most ac
tive stocks. Many of (he issues
appearing there hadn't been seen
on this list in years and most of
them showed at least small
gains.
While many of the spokesmen
for these companies could find
reason" for the sudden
interest in their company's stock,
at least one broker interpreted it
this way:
'The phenomenon is probably
related to our income (ax laws.
It usually seems (o arrive after
six months of a steep market ad
vance when traders have been
impatiently waiting to realize
profits and seek new movers to
switch into.
On the last two occasions
when this happened (1959 and
19611 the speculative phase pro
vided numerous juicy trading op
portunities, he added.

when the senior average suffered
its worst setback in more than

Chaffee has been found innocent
of forgery in connection with the
sale of an insurance policy to the

here.
A jury returned the verdict Fri
day after 3'i hours of delibera
tion. The Multnomah County Circuit
Court immediately granted t h e
state's request for an order hold
ing 'Mrs. Chaffee as a material
witness against her alleged em
ployer, Kenneth Randall of Se
attle, Wash.
Randall is in Seattle pending
extradition on a forgery indict
ment. Mrs. Chaffee was accused of
adding unauthorized "riders" to a
policy she sold to the school dis
trict. The state alleged she used
that sale to promote policy sales
to some 38 other districts in Ore
gon and some in Washington.
Mrs. Chaffee testified she was
acting under orders and did not
know she had done anything
wrong.
The case broke when tlie par

several weeks in preparation for
