Bids Asked
A bid invitation for construc
tion of approximately four
tenths of a mile of road in the
; vicinity of Lost Creek on the
Klamath Ranger District was an
' nounced ilay 22 by A. E. Smith,
forest supervisor. The proposed
project will connect the Lost
Creek timber sale road, which
,has been constructed through a
timber harvesting program, with
'the existing Pelican Butte road.
This short section of road will
provide an important tie in the
' forest transportation system.
Smith said, which was not pos
sible through timber sale proce
dures. Interested bidders may pick up
plans and specifications at the
office of the forest supervisor, 411
Main Street, Klamath Falls, or
from the office of the regional
lorester in Portland.
Bid opening has been set for
2 p.m. Pacific Daylight Time
June 14, 11)63. All bids should be
received by that date.

Thursday said the treatment of
the estimated 60,000 prisoners in
Castro jails was "humiliating,
oppressive and despotic.
One girl said there was no sun
light in the prison, and "the place
was full of big rats, mice, mos
quitoes, flies, cockroaches and
frogs...! woke up with my body
all covered with blotches from
bites."
The report said testimony from
prisoners specuically indicated
that the complaints were more
serious concerning the treatment
of female prisoners."
The girl was one of them.

The United Nations, confronted
with its gravest crisis since the
Korean War or Russia's 1960
drive for a "troika" administra
tion, made slow progress today
toward solving its financial cri
sis.
It was U.S. Ambassador Adlai
E. Stevenson who told the Latin
American countries in a private
meeting Thursday that Russia's
sweeping extension of its
pay" policy to include other
budgetary items confronted the
world organization with one of its
situations.
Appeals For Unity
Stevenson appealed for the
same unity that created tlic U.N
Command in Korea and that
overwhelmingly defeated the So
viet attempt to put in a ham
stringing "troika" administration
so dubbed after the famed
three-horse Russian sleigh teams.

son as the 56-nation Afro-Asian
group listened to Soviet Ambas

Aggravates Crisis
Fedorenko aggravated the fi

the Middle East, Russia would
withhold payment on other budg
etary items. These included inter
est and retirement payments on
the $137 million U.N. emergency
bond issue; the world organiza
tion's activities in Korea and Pal
estine; the U.N. Field Service,
and contributions on the techni
cal assistance program except in

iviet technicians and materials
used in the development schemes.
Stevenson, dramatically empha
sizing to the Latin Americans the
grave consequences of Russia's
new position which would cost
the nearly bankrupt United Na
tions an additional $1.16 million
la year in contributions declared
that the current special assembly
session must find ways of Iinan-
cing the Congo and .Middle East
programs for the rest of this
year. Secretary General Thant
has requested $42.5 million for
that purpose.

Sugar Price Probe

gressional subcommittee today
mapped an investigation into soar
ing sugar prices and the govern
ment tried to discourage house
wives from hoarding.
Sugar prices leaped as high as
83 cents for five p mniis and gro
cers in some areas jjut purchase
limits on sugar when their sales
suddenly doubled.
J3ut the Agriculture Department
assured housewives there Is plen
ty of sugar "either in hand or in
sight to meet national needs.
Chairman Wright Patman, D-
Tcx., of the House Banking Com
mittee said late Thursday he had
ordered a subcommittee on con
sumer affairs to begin hearings on
the -price increases early next
month. ";
