vorce today after the judge dis
closed the beautiful duchess had
been photographed in the nude
with another man.

mitted adultery with a hotel press
agent.

SALEM UP1 A new tool
for metropolitan areas to use in
trying to cope with tncir own
problems was approved 46-14 to
day by the House.
The bill for creation ot metro
politan study commissions went
to the Senate.
It would apply now to Portland
and If they wanted, to Salem and
Eugene. Any other city growing
to a population of ,ono wouia
come under it then.
Rep. John Mosscr. R-Beaverton,
and Rep. Richard Kennedy. l
Eugene. called it this session's
most Important bill dealing with
local government.
Mosscr said its pnilnsnpny is
that citliens of cities and suburbs
can best solve their own prob
lems.
The commission members would
be drawn from an area 10 miles
in radius from the heart of a
city. Legislators ot inai area
would appoint the commission
members.
The commission's teeth
would lie in its power to put rec
ommendations for annexation,
consolidation, or new districts on
the ballot by a two-thirds vote.
Mosscr said in 11 there were
504 special local districts of one
kind or another in Oregon, more
than twice the number in 1031
and more than five limes 1041.
He said "it Is the legislature
that has authorized this prolifer
ation ot districts." and now it is
the legislature that should pro
vide a new tool or solving some
of the problems they have created.
Opponents, many from less pop
ulalod areas, called the bill un
necessary and said the legislature
should not step Into such a new
area.

The justice ruled that the duke
had not condoned his wife's af
fair with Cohane, the "seif-con-
fesscd wolf." in a New York hotel
suite Jan. 13, 1956.
But he granted the actual di
vorce on the ground that the duch

Rutland, had been intimate with

Justice Wheatlcv. who took three
hours and 20 minutes to read his
S5.0O0 word verdict, reserved de
rision on the question of legal costs
which are estimated to be among
the highest of the century in the

116th day of the legislative ses
sion, the Senate Tax Committee
is still going through the motions
of "considering" the House-ap
proved income tax bili.
It's a sham.
The committee members know
full well what the House program
includes and what's more im
portant, they know they aren't
going to buy it.
That's why Gov. Mark Hatfield.
at his Monday news conference,
warned of the dangers of a "con
ference committee" lo iron out
differences.
The House has sent its bill to
the Senate. The Senate will make
amendments that undoubtedly will
not win approval in the House

Barton and Senate President Ben
Musa will appoint a "conference
committee" which will meet un
til it reaches some kind of agree
mcnt.
Because of the nature of such
last minute give-and-take sessions,
the results will not satisfy any
one.
That's why Hatfield tcrmcc' he
process "the poorest way to draft
a tax program."
Hatfield also termed conference
committees "a horrible legislative
procedure."
He wasn't addressing his re
marks at the Senate Tax Com
mittee. He was speaking to the
public. I

House Tax Committee to meet-!
ings to iron out differences as a
way lo avoid a conference com

The governor knows the Senate
bristles at such suggestions. ,
The Senate Tax Committee is
just as jealous of its role as is
the House Tax Committee.
Each of the three forces firmly
believe it is right.
Hatfield wanted tax reform built
around a net receipts plan.
The House adopted a modified
net receipts plan.
The Senate doesn't like the net
receipts proposal, and both the
House and the governor know it.
There appears a growing feeling
on the Senate side that a sales
tax is the answer. Some Dolls
have shown growing public sup
port for a sales tax.
The House opposes a sales tax.
But the Senate knows the real
test of any tax program rests with
the people.
Proponents say the sales tax is
"painless." and that people don't
realize how much money they are
paying.
No political realist can over
look this appealing feature.
There'll be no sweeping "tax
reform" this session. There will
be a patchwork adjustment of
rates.
But two years from now tax
reform may be achieved. It may
wear the cloak of a sales tax.

dustry is swamped by financial
woes and faces extinction unless
congress bails it out.
A score of witnesses paraded
before the Senate Merchant Ma
rine and Fisheries subcommittee

backed $125 million 10-year pro
gram of fishing boat subsidies.
They said thut Russian trawlers
and other foreign, state - built.
modern fleets are harvesting tra
ditional American fishing grounds
on both coasts in alarming num
bers. American fishermen have
difficulty financing new boats and
are uablc to compete, they said.
