Strangler Hunted As Police
Find Body Sprawled On Bed
CAMBRIDGE. Mass. i UPI
The unclothed body of an attrac
tive brunette singer, stabbed 28
times and Kiln a nylon stocking
and two kerchiefs wound around
her neck, was found Wednesday
night sprawled across a bed in
her apartment.
Dr. Peter A. Delmonico, Middle
sex County medical examiner,
said an autopsy early today rc
vcaled that Miss Beverly Samans,
2, died of multiple slab wounds.
She had not been raped, police
said.
Apparently the stocking and
kerchiefs were knotted around
her neck alter she had been
stabbed, police said.
'I hey said the results of the
autopsy tended to eliminate Miss
Samans as the 9th victim of the
phantom strangler in the past 11
months.
Like the victims of the phan
tom strangler. Miss Samans had
close hospital ties and had an
interest in music. The other vic
tims either had been patients or
had worked in greater Boston

of her body, officials said.
Stain During Weekend
Her body was found on a com
bination studio couch-bed in the
two-room first flour front apart
ment where she lived alone on
fashionable University Road, just
off Harvard Square near the Had
cliff'! College campus. She appar.
ently was slain during the week'
end, authorities said.
There was no sign of forced
entry and her door was locked.
Miss Samans had been studying
in the Boston area at Boston Uni
versity and the New England Con
tervatory of Music for the past
year.
Boston University authorities
said Miss Samans, an accom
plished singer, specialized in mu
sical therapy and had done ex
tensive field work at several state
schools for mentally retarded
children.
Friend Kinds Body
Miss Samans had worked at
the Kcrnald School for Retarded
Children and the Medficld State
(mental) Hospital.
Police said the girl's body was
found by a friend, Oliver Cham
berlain, 33, who said he had been
called by one of Miss Samans'
girl friends and was asked to
check on her. The unidentified
girl became curious vhen Miss
Samans failed to attend a choir
rehearsal at Second Baptist
Church of Boston Wednesday
night.
Miss Samans last had len
seen alive about 11:30 a.m. Sun
day. Newspapers for Monday and
Tuesday were found outside her
apartment. A Sunday newspaper
was inside the apartment.
Neighbors described the victim
as a "quite attractive" dark
haired sirl. about 5-fecM, with
"plenty of friends."

WASHINGTON lUPfi - The
chairman of the House Judiciary
Committee predicted today the
House would pass an administra
tion sponsored civil rights bill but
was less optimistic about chances
or Senate approval.
Rep. Emanuel Celler, D-N.Y.,
said the House bill providing all
that President Kennedy proposed
would contain a four year exten
slon of the civil rights commis
sion a means to speed up voting
suits, and some provision to keep
slates from using literacy tests
to bar Negroes from the polls.
Celler said the omnibus civil
rights legislation also included a
bonus which the President had
not requested. It would provide
authority for the attorney general
to file suits on behalf of citizens
denied admission to segregated
schools.
Both Celler and Rep. William
M. McCulloch. Ohio, the commit
tee's ranking Republican, indicat
ed there was some chance the
added amendment would be ap
proved. Other congressional news:
Kecd Grain: Sen. Hubert H.
Humphrey. D-Minn., said Demo
cratic leaders plan to speed a
Senate vote on a feed grain sur
plus control bill before the May
21 wheat control referendum.
The feed grain program would
extend for two more years the
program which allows growers
who voluntarily cut production of
corn and other feed grains to
qualify for price supports and
acreage-diversion payments.
Appropriations: The House was
cxccted to eliminate a 165.000
foreign travel Hem, thus speeding
final agreement on a $1.4 billion
supplemental money bill. The
House refused to pass the meas
ure because of objections to the
funds which would have paid
travel expenses for foreigners to

Relief Deadlock Forces

tribution centers set up to feed
families on relief facing hunger
harkened back today the dark de
pression days.
With relief checks halted be
cause of a legislative deadlock,
welfare agencies organized food
centers and issued pleas for do
nations of canned food and pow
dered milk.
The Federation of Settlements
organized the food centers at 32
neighborhood settlement houses.
A group of businessmen and
ommunity leaders set up anoth
er food center in the Woodiawn
area on the South Side.
The Salvation Army and Cath
olic Charities passed out food ra
tions to families with no bread
winners, whose sole source of in
come has been cut off.
The Welfare Council of Metro
politan Chicago asked Mayor
Richard J Daley to intercede
with landlords and utility com
panies on behalf of relief recipi
ents. At an emergency mccling. ex
ecutive director Richard Bach
man said Daley would be asked
to request a moratorium on the
payment of rent and utility bills
by persons whose relief checks
have been delayed.
The relief checks stopped com
ing earlier this week when the Il
linois Public Aid Commission ran
out of money for its Aid to De
pendent Children (ADO and gen
eral assistance programs.
Most of the thousands of recipi
ents live on Chicago's South Side.
Normally, the legislature steps
into such a breach and votes an
emergency appropriation until
the start of the next fiscal year.
This year, however, the major
ity Republicans and tlie adminis
tration Democrats have been
deadlocked over whether a ceil
ing shall be placed on the aid
pavments.
Missile Fired
For Fifth Time
VANDENBERG AKB, Calif
The fifth straight successful fir
ing of a Minuleman missile from
this Pacific Coast missile base
was reported Wednesday by the
Air Force.
The solid-fuel intercontinental
ballistic missile thundered some
5,000 miles down the Pacific range
from its 85-foot deep silo shortly
before sundown.
The Air Force said the test ap
peared to be a "complete suc
cess," and that the re-entry vehi
cle impacted in the preselected
target area in the Pacific. No spe
cific details were given on accuracy.
