My old friend Hard Luck Joe
has acquired a shot of confidence
and is playing rubber bridge
again.
Playing al six spades Joe drew
trumps, cashed his ace and king
of clubs; ruffed his last club in
dummy, returned lo his hand with
the ace of diamonds, led h i s
deuce of hearts and played the
kine from dummy.
East won with the ace and re
turned a heart which Joe trumped
Now Joe cashed his last trump,
thought for a while end led a
diamond to dummy's queen. East
showed out and Joe had to lose
a trick lo the jack of diamonds.
"My usual hard luck," snarled
Joe. "The ace of hearts was
wrong and diamonds failed to
break. Why did I ever start play
ing again?"
It was hard luck, and also bad
play. Do you see why?
West knew from the bidding
that his partner held an ace. If
West held a singleton he would
probably havo led it in the hope
of getting a ruff. Hence, if any
one held a singleton diamond it
would be East, not West.

TULELAKE Tulclake's annual
4-H Dress Revue will be held Sat
urday, May 11, in the home eco
nomics building of the f a i r
grounds at 8 p.m. Nearly 40 girls
will participate in this event,
highlighting their 4-H clothing
project.
The dress revue consists of two
separate contests, construction
and modeling. Each is designed
to assist and train the members
and recognize those who do out
standing work.
At the conclusion of Saturday
night's event, one girl will be
selected from the junior divi
sion and one from the senior divi-j
sion to receive trophy awards. The
senior division winner will attend
the State 4-H Dress Revue this
summer at Davis.
The day-long activities of the
dress revue will involve all
adult and junior clothing leaders.
The food project members and
leaders will provide the refresh
ments. Judging the modeling phase of
the contest will be 4-H clothing
leaders, Erma Schlutcr, Alturas;
Helen Arnelt, Ccdarville, and
Mary Cook, Eagleville.
The Tulelake Grange will fur
nish all awards for the dress
revue.
Tulclakc's 4-H Dress Revue is
conducted jointly by tile Tulelake
4-H Leaders Council and the Uni
versity of California Farm Ad
viser's Office of Modoc County.

Haiti's dictator-President Fran
cuis Duvalier was a little like the
weather this week everyone was
talking about him but there
seemed little that anyone could
do about him.
After two weeks of crisis, the
threat of war on the little island
of Hispaniola, shared by Haiti
and the Dominican Republic,
seemed to be receding.
Interestingly, the very demo
cratic forces which Duvalier ef
fectively had destroyed among
Haiti's 4.2 million wretched peo-
pie, were among those helping
him to remain in office.
One of these was the peace
team dispatched' by the Organi
zation of American States to Port
au Prince and to Santo Domingo
to attempt to mediate the quar
rel which had led Dominican
President Juan Bosch to threaten
to send his troops plunging across
the Haitian border.
The other was the United Na
tions to which Duvalier had ap
pealed on the charge that the
Dominican Republic threatened
Haiti's "democratic institutions.
Among African nations there
was a sentiment that Duvalier'si
U. N. charges should be debated.
But both OAS and the possible1
U. N. action simply consisted of
delaying tactics.
For. while Bosch agreed to hold!
off military action pending OAS
findings and Haitr agreed to re
lease "little by little" an esti
mated 100 refugees in asylum in
foreign embassies, the underlying!
causes for violence remained
within Haiti itself.
From his presidential palace
Duvalier shouted defiantly that
he had been given power and
that "God is the only one who
will take it from me.
But forces had been set in mo
tion that would be difficult to
stop.
The U. S. long since had indi
cated its distaste for Duvalier
and in proof of the expectation of
further violence began removing
its citizens from Haiti.
Even if he desisted from direct
military action, Bosch himself
could be expected to continue to
work for Duvalier's downfall with
the strong moral support of such
as President Romulo Bctancourt
of Venezuela and Gov. Luis Mu-
noz Marin of Puerto Rico.
In fact in the whole of the Car
ibbean area, Duvalier could look
for help to no one.
Duvalier's own claim to a sec
ond term clearly was fraudulent
both by the terms on which he
claimed it and by the Haitian
constitution.
The policy of non-intervention
bound both the United States and
the OAS but the spotlight ol
events had been placed on Haiti
and now the OAS might consider
conditions inside Haiti itself
threat to hemispheric peace.
"It's a nice place to conquer, but I wouldn't want tc
