nape" and in (act, did not suffer,
the setbacks it claimed in 19tv2.
But management sees the situa
tion quite differently.
(J. Cleveland Edett. executive
vice president of tlie West Coast
ujmrjermen s Association, ho is
not directly involved in contract
talks, said "demands as they
have been presented cannot be
absorbed at this time.'
Glos said the wae demands
are "certainly excessive."
"Even they Uhe unions) are
aware of that," he said. He said
tlie industry is still sulferinR from
last year s recession and Canad
ian competition.
The question of Canadian com
petition remains a point of con-!
tention between industry and the
unions. Other factors that appear
to influence the negotiations are
climate conditions, HW2 produc
tion, the Columbus Day storm
and "buy American" policies.
Management contends that Ca
nadian imports have forced some
mills out of business, and has
forced U.S. producers oiit of their
own market place.
In A International President Al
Hartung told delegates to a re
gional convention early this year
that Canadian imports have not
caused U. S. lumber losses.
Harvey Nelson said Americans
shipped more lumber than Cana
dians last year.
A statement to the TOC in the
opening session last Friday con
tained what is apparently a mi
nority opinion among union lead
ers. Earl Hartley said during the
last two years exports have
dropped an additional 20 per cent
while imports have climbed an
additional 18 per cent.
By statistics, Canada has taken
over about 75 per cent of tlx east!
coast markets. It can produce and
hip lumber at a lower cost and
lakes advantage of exjiensive pro
motion of American lumber pro
duce rs.
Lumbermen have tried to have
imposed a 10 per cent quota on
(eels only management. The sann
forests that supply V. S. produ
cers stretches mto Canada am
supplies British Culumbia produ
cers. And the same unions worl

Tlie policies o( the two govern

softwood imports, but without sue
cess. Proposals (or a ''buy Amer
ican" policy has also met with
no success.
The unions feel that "b u y
American" is not necessary.
Cargo shippers, however, say
they suffer greatly from the dis
parity of cost in having to ship
in American vessels under terms
of the Jones Act
can ship in lower cost foreign flag
ships.
Edgett said the union brother
hood stretches across the border
as if it weren't there.
"The third country is the un
ions." he said.
The IWA and LSW are inter
national unions and choose to stav
aside of national preferences.
