In Illinois
SPRINGFIELD, III. 'UPI I -Illinois'
fledgling birth control
program, scored by its opponents
as a "subsidization of sin," was
in danger today of being legis
lated out of existence.
The program was adopted by
the Illinois Public Aid Commis
sion (1PAC) in an effort to re
duce drastically the state's rising
number of illegitimate births.
It provided free birth control
information and devices to women
on relief who have either a hus
band or a child.
The Illinois Senate voted over
whelmingly Thursday to strip the
program of its most controversial
provisions. By a 42-5 vote, the
Senate barred the IPAC from pay
ing for birth control information
and devices for unwed mothers
and married women not living
with their husbands.
The measure would still permit
the aid commission to spend state
money for women on relief living
with their husbands.
A county judge, revealing that
he has "been worried" that the
birth control program might "en
courage adultery and fornication,"
said he would issue an injunction
Monday halting it,
Superior Court Judge John J.
Lupe announced his injunction de
cision after the IPAC's official
attorney, State Atty. Gen. William
G. Clark, condemned the program
and urged that it be halted
The Senate action now goes to
the House, where similar legisla
tion was delayed in committee
pending testimony by IPAC Chair
man Arnold H. Maremont.
Change Sought
In Land Board
SALEM (UPI) Rep. Robert
Smith, R-Burns, said Friday he is
introducing a bill to authorize
transferring functions of the State
Land Board to other agencies.
For example, mining duties
would go to the Department of
Ecology, mortgage loans to the De
partment of Veterans Affairs, ad
ministration of forest lands to tho
Forestry Department, and invest-
mails to the slate treasurer. Man
agement of grazing lands would
be retained by the land board.

medical profession may have been
"stampeded into a false belief"
that cigarette smoking is the prin
cipal cause of lung cancer, ac
cording to a U.S. Veterans Ad
ministration official.
Dr. Leroy Hyde, a nonsmoker.
said Thursday that heredity and
air pollution are more likely
causes of the disease.
He appeared at a news confer
ence and panel discussion during
the joint annual meeting of the
Tuberculosis and Health Associa
tion of California and the Califor
nia Thoracid Society.
Hyde, a clinical professor of
medicine at the UCLA School of
Medicine, said he has seen 3.000
cases of lung cancer as chief of
the pulmonary disease division of
the Veteran Administration llos

'This may well have been a
case where the medical profession
has been stampeded into a false
belief," Hyde said. "It seems to
me to be a case of mass hysteria
where the medical profession is
being utilized by people who have
an emotional involvement."
He did not specify who the peo
ple with "an emotional involve
ment were.
In England, it has been shown
that lung cancer mortality among
men in the two hichest social
classes is significantly less than
for other classes." Hyde said.
"The same trend has been noted
by Metropolitan Life Insurance
Company in this country."

MIAMI (UPH When 6,000
men go on a rampage, even in
Fidel Castro's most desperate
prispn, the results can be fright
ening to the boldest of Cuba's
Communist guards. We proved
that on the Isle of Pines last year
during a one-week revolt, "the big
strike."
Besides defying Communist gun
fire and deciding on a plan for
a hunger strike, the prisoners in
prison building No. 1 where I
was held also agreed to try to
block guards from entering to
make a twice-daily "head count'
of the inmates.
This really was heaping insult
on injury to the prison authorities
This check of prisoners usually
took place at 6 a.m. and 4 p.m.
every day.
On that first night of the strike,
May 21, 1X2, Bernardo Diaz,
chief of interior order at the
prison, appeared in our building.
Chubby and middle-aged, Diaz is
a die-hard Communist from t h e
city of Cardenas in Matanzas
Province, who boasts a 30-year
membership in the party.
Submit Demands
When he demanded that the
strike be ended, a sheet of pa
per containing seven demands was
passed out to him. The Red offi
cial, jokingly referred to by pris
oners as pompanio, a comic
book character, stomped off in a
rage.
Basically the men were asking
for more food instead of the star
vation diet of boiled spaghetti in
the morning and a bowl of so
called soup in the afternoon.
They also asked for mail privi
leges, for visits at least once ev
ery three months, for adequate
medical attention, and enough wa
ter to wash themselves and to
clean the prison.
They also asked permission to
receive medicines and vitamins
from their relatives. Even though
packages containing these items
often reached the prison, some
how they would disappear before
they could be handed over to the
inmates.
Allowed To Decay
The food packages that were
allowed once a month usually
were so delayed that the fruit
and home-made preserves which
they contained arrived in a state
of decay. Nevertheless, everything
was eaten unless it was really
bad. Without these occasional "ex
tras" most of the men would
have died.

water impact information on early
models of the three-man Apollo
space capsule designed to ferry a
trio of astronauts to the moon
The pendulum, mounted beneath
two huge steel towers, swings the
8,500-pound full scale instrumented
Apollo spacecraft at controlled
speeds and angles into a simu
lated ocean recovery area or a
land impact area.
The Apollo, scheduled to be
blasted on its moon mission with
a crew of three astronauts about
1970, is designed to land on earth
or water, using three giant para
chutes for a soft landing.
Newsmen were invited to ob
serve a test landing on water
Thursday.

I can also remember how he
screamed at us during the strike.
"You are doing this as part of
an American plan to smear the
great Cuban socialist revolution.
Don't you know that whenever
Communists arrive in power they
can never be overthrown? The,
people are with us, not with you!'
We hooted and told him this
was his "last chance" to renounce
communism and, besides, we
"knew" he really was just a
"bourgoise type."
Naturally, Diaz was infuriated
He waved his fat fist at us.
Water Cut Off
After Diaz' unsuccessful at
tempt to quash the strike that
first night, our building's water
.dropped into a 300.000 gallon tank
simulating an
ocean recovery
area.
Hanging beneath the pendulum
at an attitude simulating its posi
tion beneath its landing para
chutes, the more than four ton
capsule swung between the two
towers and was released about 15
feet above the water descending
at a speed of 18 miles an hour
and a ground speed of 21 m.p.h.
The funnel-s h a p e d capsule
slammed into the pool, nearly sub
merging, and showering up a cas
cade of white water. Still awash
in the turbulence of the tank, the
capsule bobbed to the surface and
appeared to have withstood the
test successfully.
CREATED UNCLE REMUS
The enduring folk character of
American literature. Uncle Re
mus, was the creation of Joel
Chandler Harris (1848-1908), ac
cording to the Encyclopaedia Bri-

of the prison and his military in
telligence staff decided that the
inmates in No. 1 building were
the "intellectual authors" of the
strike.
The prisoners in this section
were mainly officers and non
coms from Batista's army, as
well as from Castro's rebel army
who refused to go along with the
Communist line. The inmates al
so included well - known politi
cians, businessmen and land ow n
ers. Our building was scheduled to
be blown up first in case of any
"emergency," the guards told us.
But the dangers of the powder keg
on which we lived were forgotten
at the outset of the strike. The
extreme water shortage loomed
as our most immediate vital prob
lem because there was only a
one-day supply on hand.
Supply Rationed
To counteract this threat the
prisoners quickly worked out a
water rationing program under
which every one would get two
small cups daily until it ran out.
Some of the men had meager
supplies of brown sugar and pow
dered wheat. They mixed them
with water once a day to provide
some nourishment for the sick and
those weakest from lack of food.
But without water this supple
mentary feeding would be diffi
cult to carry on.
The doctors in our building or
ganized an impromptu "Red
Cross" unit on the top floor and
mapped a program of giving aid
around the clock to those who
might succumb to this new chal
lenge to our debilitated endur
ance. All of the prisoners donated the
few medicines and vitamins they
had on hand to the medical pool.
We all knew now that there
was no turning back in our hun
ger strike plan. But few of us, if
any, dared to think where it
might lead and how long we could
carry it through. The die was
cast. I shall always remember
May 21, 1962.
