Tsarapkin told the latest session
of the 17-nation Disarmament Con
ference that even if production of
fissionable materials were cut off
at the start of a proposed arms
cut procedure, the United States
could continue making weapons
from its stockpiles for years.

was not so because, under the
American disarmament plan Dro-
duction of fissionable materials

2, he said, they would be reduced

Stelle also said that in Stace 2
of the American plan, the parties

inherent admission of American
superiority in fissionable materi
als' production in Tsarapkin's
speech.
British and American spokes
men promptly also said that Tsar
apkin's offer on Gromyko's pro
posal appeared to be neither a
concession nor very important.

WASHINGTON' (UPI' - Presi
dent Kennedy apparently has had
to bow to the superstition of the
Italian people.
Partly because many Italians
look upon the number 17 as being
just as unlucky as some Ameri
cans regard the number 13, the
President is rescheduling his state
visit to Rome.
The visit originally w as planned
to start June 17. Otficials said
that it would be postponed for
two or three days.
' While officials admitted the
I postponement, none was willing to
I be quoted by name as to the rea
Ison. But several said privately
lone reason was the Italian belief
that it is bad luck to begin any
thing on the 17th day of a month.

Schrunk Warns
About CD Fate
PORTLAND iL'PI'-The Penta
gon is concerned about Oregon's
apparent apathy toward civil de
fense. .Mayor Terry Schrunk said
today.
The mayor said he got this im
pression from a recent trip to
Washington. D. C, and from talk-
; to lieorge Richardson, on
special assignment here for the
Defense Department.
Schrunk said the fate of Port
land's civil defense agency would
depend on what happens to the
stale program, currently the topic
of debate in Salem, and upon city
and county budget meetings. Port
land voters defeated a $75,000
civil defense levy last November.
Schrunk's meetings with Rich
ardson concerned the fallout shel
ter program in which Portland is
participating through its local civ
il defense agency.
Bus Smoking Bill
Given Light Touch
SALEM (CPU - The much
battered bill to permit smoking
on buses came In for some more
attention Tuesday this time in
lighter vein.
The Senate State and Federal
Affairs Committee heard testi
mony on the measure from its
author. Sen. Walter Pearson, D-
Portland.
The committee room was deco
rated with "hazardous area, no
smoking" signs, and smelted of
incense.
The signs were installed by the
committee. The incense was an
unexpected and unwelcomed
gift of Pearson.
Pearson also presented each
committee member with cigars
before he began testimony.
He refused to submit to the
committee's request that he stop
puffing on his cigarette.
Pearson said he was "serious"
when he introduced the measure
"to show the kind of regulations
agencies are making. This no
smoking rule is not a state law,
it is a Public Utility Commission
rule."
He added: "You can smoke on
trains, boats and airplanes, but
not on buses. That's rank dis
crimination."
Sen. Thomas Mahoney, D-Port-
land, agreed with Pearson.
The committee considered
amending the measure to make
it effective only on air conditioned
buses, but took no action.
