The presidential nominating
conventions and the campaign are
pretty sure to be illuminates next
year by racial and religious fire-
works.
Both major parties have un
happy records of playing politics
with the idea that a Regro should
be named to the cabinet. It is
likely, therefore, that a Negro-in-the
cabinet plank will be proposed
next year tor both major party
platforms. There would follow, of
course, an angry floor fight, es-

The major parties are ttkety,
also, to be confronted next year
with proposals for balanced tick
ets. The balanced ticket system
is best illustrated in New York I
City where Republican Stanley M.
Isaacs spoke ml against jt last
year. Isaacs said:
I don't like the carefully bal
anced ticket that we face on elec
tion day. I am not happy with1
the tendency on far too many
governmental commissions and
boards to make sure that there

doned by Frenchmen when they
fled Algeria after the nation's in
dependence. ( The decree signed by Premier
fthmed Ben Bella followed earlier
moves providing for state seizure
if property that remained unused
or vacant.
j Almost 800,000 Europeans, more
jhan three-quarters of the Euro
pean population before independ
ence, fled to France last year.
They ran most of the country's
businesses and left behind them
shuttered homes and apartments

serted their farms,
i There has been no official esti
mate of the vacant property but
government figures said it includes
about 3 million acres of land and
at feast 500 industrial and business
enterprises.

PORTLAND fUPI Mr. and
Mrs, Robert F. Pakos, Portland,
Friday filed separate actions in
Circuit Court here asking for a
total of $2 million from 21 persons;
who allegedly conspired to have
them committed to a state institu
tion for the insane.

same neighborhood as the PakosJ
The action contends the defend
ants conspired to force the Pakos'
removal and started lunacy pro

The couple was committed to
Eastern Oregon State Hospital but
were released 11 months later.
The couple was declared compe-

The complaints also state the
plaintiffs were prevented from

A balanced ticket in New York
would give the three top spots to.
respectively, a Protestant, a Jew
and a Roman Catholic. Or the di
vision might be among the Ital
ians, the Negroes and the Jews.
The two major political parties
may be much tempted to balance
their 1964 presidential tickets as
between Roman Catholics and
Protestants.
An even greater temptation
would be to bait for the Negro!
vote with platform promises of!
cabinet or Supreme Court jobs.
It would he unlawful ta premise!
a job ta any individual. But there!
is no law against promising that!
a specific job would be filled from
among the members of a given
race. If the politicians believe
such promises miit win an elec
tion, they will promise, cross their
hearts and hope to die.
Now is the time lor all good
men to rally against any such
campaign promises and against
any ticket balancing, religious or
racial, in the nomination ol candi
dates lor president and vice presi
dent. Once begun, such political
chicanery is habit farming. It be
comes, as to New York City, a
built - ta part off the electoral
process.
A race or a religion comes to
have a prior, valid and enforce
able claim on a given public of
fice, as the Negro race has a!
claim on the office of borough
president of Manhattan in New!
York City, Or, similarly, as ti
