Barlow said money lost to the
Treasury by the reductions would
be offset by "substantial reduc
tions in federal expenditures." In
creased consumer spending also
would make up for the loss, he
added.
He also recommended a "low
rate general excise tax exempting
food, medicine and shelter" if nec
essary. Barlow said it would raise
about $3.5 billion to prevent a
serious budget deficit.
The chamber's proposal would
reduce income tax rates in the
highest bracket from 91 per cent
lo 65 per cent. Hie lowest bracket
would be split with a 15 per cent
tax rate on the first $1,000 of tax
able income. Taxes on incomes be
tween these two would be reduced
proportionately.
Corporation tax rates would be
cut from 52 to 47 per cent under
the chamber plan.

preme Court ruled Monday that an
indigent must be supplied with
court-appointed counsel on hi
first appeal of a state criminal
conviction.
The 7-2 ruling was announced
by Justice William O. Douglas.
The ruling entitles two Los An
geles men convicted on robbery
and assault charges to further
California court hearings. They
were William Douglas and Bennie
Will Meyes.
Douglas was acquited of the
murder of Police Sgt. Gene T.

To Prison
Sheriff's Deputy Lou Bogart de
parted from Klamath Falls for
the state penitentiary at Salem
Monday with Leonard Mackey,
37, and Eugene Samplauski, 29,
both of whom were convicted of
forgery by Klamath County Cir
cuit Court juries.
Mackey will begin serving a
seven-year sentence lor lorgery
involving a service station credit
card, while Samplauski will start
serving a three-year term for is
suing a fraudulent check. Both
sentences were imposed by Cir
cuit Court Judge David R. Van-
denbefg. .
After leaving the prisoners at
the penitentiary, Bogart will con
tinue to the state crime lab at
Portland, where he will submit
evidence collected from another
crime for laboratory analysis. The
deputy is expected to return here
sometime Tuesday.

Ambassador Choir Set
For Concert Thursday
Pleads Guilty

tral Valley, Calif., pled guilty to
a charge of assault and battcrv
Tuesday before Judge Les
Chase of the Dorris Justice Court
and petitioned the court for le
niency. The charge was filed
against Hawk by George Wise
Aug. 20, 19S1. Hawk failed to
appear in court at that time,
and Judge Chase issued a bench
warrant for his arrest.
A varied concert of choral clas
sics, hymns and spirituals will be
presented by the touring 39-voice
Multnomah School of the Bible
Ambassador Choir from Portland,
Thursday, at the Bible Baptist
Church.
The public is invited to the con-;
cert which starts at 7:30 p.m.,
according to the Rev. Freeman
Schmitt, pastor.
The choir, under the direction
of Howard Stevenson, will be
making its first stop on a two-
week concei t tour that will take
them deep into Southern California.
Choral music presented by the
choir will feature works by com
posers such as Bach and Tchai
kovsky, as well as arrangements
by the more contemporary musi
cians. Included in this classifica
tion is an arrangement of the
spiritual "Crucifixion" by Jester
Hairston.
Feature of the evening will be
Lord, Thou Hast Been Our
Refuge," by the English com
poser Ralph Vaughan Williams
with trumpet and organ accompaniment.
Stevenson is in his seventh sea
son as director of the Ambassa
dors and head of the music de
iiartmcnt at Multnomah. He was
graduated from Westmont College
in Santa Barbara, Calif., and has
his master of arts degree in music
from the University of Wash
ington.

Sheriff Gilbert Somerfeld Mon
day captured a 26-year-old ex
convict wanted in the abduction
Sunday and early Monday of four
girls, three of hom were sex
ually molested, mutilated or
raped.
The ex-convict, Virgil Nelson
Halford, looked "dazed" when
Somerfeld stopped his flatbed
truck and arrested him 3 5 miles
southwest of Mineral Wells, scene
of the most recent attack.
He answered the description of
a man uho Sunday allernoon
threw a rifle on two girls 12
and 13 years old who were
playing, near Garland, northeast
of Dallas.
The man forced the girls under
a bridge, where he tied them up
stuffed handkerchiefs in their
mouths, ripped off their clothes
and painfully mutilated the 13-year-old
girl.
Halford also was wanted for the
kidnaping and sexual molestation
of a 17-year-old girl he caught in
a park in Grand Prairie between
Dallas and Fort Worth late Sun
day night.

Margaret Johnson of the coun
ty health department gave a re
port of the 1!2 survey work with
the tuberculosis program. She re
ported 138 X-rays had been paid
for by the local Tuberculosis As
sociation. Of these X - rays, 30
howed lung lesions; four sus-
)ectod tuberculosis cases proved
negative: six cardin vascular find
ings were recorded, and seven
jOther various findings were re
ported.
Mrs. Johnson also said
the county health department is
now working on a program of
more extensive tuberculosis de
tection through the use of intra
dermal testing. The local asso
ciation will work with the health
department in developing the
testing and extending the work,
and the Modoc County Associa
tion will assume the expenses of
future X-ray and detection work
on any positive reactors.

What every woman

Here are some motoring tips and hints
for our lady customers only. The in
formation isn't technical. Rut it's impor
tant information that could save you time
and trouble.
1. What to do if your car won't slarl.
First, check the obvious. Do you have
fuel? (If you have run out, don't feel too
bad over 5,000 motorists do it every day.)
I fyonhave an automatic transmission,
is the gear selector lever at exactly the
right spot? Check and make sure.
It's also a good idea to push the acceler
ator pedal all the way down and release
it quickly just before you attempt to
start. Now, try the starter again in bursts
of 2 or 3 seconds. Still no go? Let your
engine rest lor three or four minutes. Try
once more this time with slighlly longer
bursts. If your engine still balks, give your
Shell dealer a call.
2. How to recognize carburetor icing
stalls plus a tip to help prevent them.
This ever happened to you on a damp,
chilly day? Your car starts promptly. You
drive a short distance to the lirst stop sign
and you stall. You have no trouble re
starting. Rut, at the next intersection, you
stop and stall again. Then, the stalls dis
appearjust as mysteriously as they came.
T hat's a typical case of carburetor icing.
II your car has this trouble, try Super

3. In a lightning storm, your car is one
of the safest places you can he. So don't
be terrified if there's lightning all around
vou. When the rain starts lo fall, slow

wait until the storm lets up. Note: if you
must stop, don't park under a tree or on a
surface that could lxg you down.

carry some dimes in a sealed envelope in
your glove compartment. They could

telephone should your car act up.
6. What to do in ease of emergency on
n highway. If you have a Hat tire, or if
something mysterious goes wrong with
your car, pull all the way off the road,
liaise the hoxl. Tic a handkerchief or
something white on the door-handle
nearest the road. These are distress sig
nals on virtually all roadways. Stay near
your car 1'iit hack from the road. You
should have help before long.
7. How lo cut the chances of a break
down almost in half. The American
Automobile Association reports that flat
tires, weak batteries, and faulty electrical
systems account lor 45 percent of all car
