NATO Plan

PARIS (UPI) The Western
Allies today showed a general

Flying To Rome

days of talks on the proposal with
top Italian leaders. Trips to West,
Germany and Britain will follow.
The two men outlined Kenne
dy's nuclear plan Wednesday
without any effort to push the al
lies, American sources said.
The sources said the main
points were the creation of a sea
borne nuclear striking force with
in NATO that would be based on
the Polaris missile.
The missiles would be carried
on surface vessels initially be
cause of costs and then later pos
sibly transferred entirely to nu
clear submarines.
The United States also would
undertake to sell the missiles
without nue'rir warheads to
NATO nations participating in the
program, assign three nuclear
submarines to the force' in the
near future, and place the force
under control of an executive
committee of the top NATO pow
ers. U.S. Retains Veto
A four or five member execu
tive committee has been tug
gested.
It vas made clear, however,
that the United States would re-
i tain a veto of the use of the mis-1
siles and that the President of
the United States would say when
they could be fired.
Sir Evelyn Shuekburgh, Brit
ain's permament NATO delegate,
was reported to have told the
closed council meeting his gov
ernment agrees with the broad
outlines of the plan.
But he was said to have made
it plain Britain favors basing the
Polaris force on submarines and
giving control to a committee of
10 leading NATO nations.

WASHINGTON (UPI) - DoLes-

investigators today that the Com'
munlsts in Latin America are be
ing forced Into the open.
"Increasingly thwarted In the
field of political action with re
peated losses in recent elections,
the Communists are apparently
turning more and more to out
right violence," Morrison said.

mony before the House foreign af
fairs subcommittee on Latin
America.
The ambassador said that the
American republics "are Increas
ingly coming to realize that Com
munist subversion in one country
affects tlie security of the com
munity as a whole. . .
However, he said subversion is
basically an Internal problem, and
"the main burden of combatting
it rests with the individual gov
ernments concerned."
In the Senate, the preparedness
subcommittee summoned the in
telligence chiefs of the Army ami
Navy to tell their stories of the
Cuban missile crisis.
The committee Wednesday
heard Air Force intelligence chief
MaJ. Gen. Robert A. Brietwciscr
report that there was complete
ooopcraiton between the Air Force
and the Central Intelligence Agen
cy in the air reconnaissance ol
Cuba last fall.
The committee chairman said

ney for the city of Baltimore told
the Supreme Court Wednesday
that the city's school authorities
had the right to have classes start
with prayer recitations because It
had a "salutary effect on the
frame of mind" of the students.
