West cashed the ace and king
of diamonds against South's four
spade contract and shifted to the
jack of clubs. South remarked
"This should be a good time to
take a practice finesse. West
surely holds the king of clubs."
Instead South went up with
dummy's ace and the contract
went right out the window. A
spade lead disclosed that West
held both missing trumps. He
needed them for his no-trump
overcall. South took his ace and
threw West in with the king, but
West exited with the king of
clubs. South ruffed this trick.

one heart, but eventually had to
lose a heart finesse to West's
queen.
Had he finessed earlier. South
could have cashed the ace of
clubs and discarded one losing
heart, then ruffed the deuce of
clubs. Then he could have played
the ace and another spade. This

Edmund G. Brown's plan to bal
ance the budget without new state
taxes ran into resistance Monday
because of its effect on schools.
After learning that the governor
planned to ask for between $30
and $35 million in additional state:
aid to the schools, superintendent
of public instruction Dr. Max Raf
ferty said the figure was "un
acceptable." "I am in favor of a bill with
not less than $75 million," Raf
ferty said, adding that the amount
was necessary to stall a trend
toward putting the burden of
school support on local property
taxpayers.
Rafferty's request or at least
$75 million put him in line with
requests already made by two
education groups. The California
Teachers Association 'CTAI is
supporting a bill asking an addi
tional $115 million, while the State
Board of Education will soon have
a bill introduced implementing
its request for $94 million.
With current school support run
ning to about $770 million a year
and no new tax revenue in pros
pect, an administration spokesman
asked. Where is all this extra
money to come from?"
Administration plans to hold the
line everywhere also ran into
trouble from State Sen. Randolph
Collier, D-Yreka. Collier said that
he would do this week what he's
been promising to do all along:
introduce a bill that would raise
gas taxes for the benefit of coun
ty roads.
Collier's measure would raise
the state gasoline tax from six
cents to 6.7 cents per gallon, in
crease registration fees $1. and
boost truck 'weight fees about 13
per cent across the board.
Collier estimated that the meas
ure would produce $60.8 million
annually. The funds would be dis
tributed to cities and counties for
improving local roads. For each
two dollars the local govern
ment received, it wou'd have to
put up one.
Also involving motorists, a sen
ator and assemblyman introduced
hills to curb littcrbugs by mak
ing the driver of a car responsi
ble for any litter thrown from the
vehicle.
Assemblyman Charles B. Gar-
rigus. D-Fresno, said that under
current law it is imnossible to
fix responsibility when there is
more than one person in a vehi
cle. His bill, he said, would give
iwlice "solid ground" for arrest
ing the guilty.
