based electronic computer to cal
culate commands for an aerial
battle and instruct the pilots to
perform interceptions. The signals

matic pilots aboard the planes.
Mai. Hollie A. Wilkes of the
Electronic Systems Division said
"Tiddle"-operated planes have
these advantages over missiles:
Tile manned aircraft can be
recalled from a mission.
They allow for positive, hu
man, identification of a target.
They allow for use of human
judgment. ; .
Wilkes pitted out. that keeping
final authority to a pilot was
particularly important in case of
a malfunction. He said a pilot
might be able to continue the
attack if the machine failed.
Boys Found

Two 5-year-old cousins, one of
whom was' to have moved with
his family to a new life in Indi
ana, were found, dead in a re
frigerator Friday night.
The bodies of Donald and
James Dyson were found sitting
upright inside the refrigerator,
one clasping the other's wrist.
Police said the youngsters ap
peared to have suffocated.
James, his mother, a brother
and sister were to have left this
morning for Evansville. Ind
where the father, James Sr., has
obtained a factory job after giv
ing up his job as an electrician's
helper in Levittown. The bovs
were discovered by the house
movers.

Security Council Plans
Congo Civil War Study

Valerian A. Zorin planned more
talks with other U.N. delegates
today before calling a Security
Council meeting to discus3 the
threat of civil war in the Congo.
Znrin is nresident of the council
this month. One source said the
ll-nation group might meet Tues
day or Wednesday, but another
delegate dealing with the Congo
case said he favored delaying it
until next week to enable the
U.N. secretariat to gather more
information.

sent Zorin a letter Friday night
asking that he convene the coun

called for U.N. measures to pre
vent civil war, by force if neces
sary. The U.N. force seized su-ong-points
in Katanga Sept. 13 in an
attempt to oust die mercenaries,
but Kalangan troops fought it to
a stalemate. Last week the cen
tral government announced its
troops had penetrated 35 miles
into Katanga in a police action
to end the secession. But on Sat
urday it admitted the Katangans
had driven its soldiers back.
Katanga's makeshift air force of
less than 20 planes, manned by
about 20 hired foreign fliers, was
a major factor.
Despite the council's instruc
tions to prevent civil war, Uie
U.N. office in the Congolese capi
tal of Leopoldville last July made
known that the U.N. force would
not act to slop the coalition cen
tral government from winning
back Katanga.
Last Thursday it went even
farther. In a report to U.N. head
quarters, the officer-in-charge.
Sture Linner of Sweden, said he
had' warned the Katsngans the
U.N. force would shoot down their
military planes If they kept on
bombing central government
troops in Kasai Province, staging
area for the Katanga invasion.
President Moise Tshombe of
Katanga left Geneva Sunday
night for the Congo after a week
of medical examination He said
his troops are prepared to defend
their province against the invad
ers and do not need white mer
cenaries. "We are strong enough without
Uicm." Tshombe declared.

men, sitting in mud and filth on
the northern outskirts of Elisa
belhville, iell the sad story of the
Congo.
They include men, women and!
children. Fear sent them to this
camp for U.N. protection fear o!
ancient tribal enemies, fear ol
primitive brutality by the police,
and maybe imagined terrors un
known to modern man.
The Baluba of Katanga are po
litical followers of Jason Sendwe
insofar as they have any political
consciousness.
Sendwe is president of the Asso
ciation of the Baluba of Katanga
iBalubakaO and was formerly
President Moise Tshombe's most
powerful political opponent in Ka
tanga.
Now vice prcm.er in the central
Congolese government at Leopold
ville, Sendwe is an exile from Ka
tanga.
The Baluba began to leave their
homes in the African townships of
Katanga more than two months
ago. They said police of Tshombe's
interior minister, Godefroid Mun
ongo, had circulated through the
townships, threatening and mal
treating them.
The Balubas settled down in
what once was a handsome subur
ban area, with a few handsome
villas and many trees. Soon they
were arriving by tlie thousand,
bringing pots, pans, chairs, sew
ing machines.

NEW YOKK (AP) - Lengthy
peace talks in a Teamsters Union
strike that has caused a 13-day
milk drought in tlie city and on
Long Island were recessed early
today after management negoti
ators claimed exhaustion.
Mayor Robert F. Wagner called
a temporary hall at 3:30 a.m.

continue until a settlement was
reached.
The Teamsters had sought a $7
a week across-the-board pay in
crease. Management had offered

dren wade in dirty ditches. The
camp has no sanitary arrange

armored cars. Once they opened
fire when youths seized a Swedish
soldier. Eight Balubas died.
Ten days later it was discovered
the bodies were bcins preserved
with ice from a bi every. The
Balubas said they were preserving
the bodies as proof that tlie United
Nations killed the tribesmen.
Recently Uie Balubas killed
three policemen. Police recovered
the mutilated bodies. President
Tshombe called to pay his last
respects and insisted that tlie
French, British and American con
suls see the bodies.
Hie 30,000 Balubas sitting in the
mud illustrate tlie deep tribal sus
picions and intense hatred which
motivate Uie Congolese.
They show why it Is so difficult
to form a central government rep
resentative of all sections of the
Congo. The colonial powers for
years made no effort to integrate
Uie tribes. Instead they used these
primitive divisions to consolidate
control.
Kalangan leaders insist they
have nothing in common with the
politicians in Leopoldville, 1,200
miles away. Katanga, they say,
was included in the new republic
simply because Uie Belgian colon
ial authorities arbitrarily included
it to suit their purposes.
The Congo now has three ar
mies: Uiose of Gen. Joseph Mo
butu in Leopoldville, Victor Lun
dula in Stanleyville, and Norbert
Muke in Elisabethville.
The U.N. task In reconciling
these conflicting forces and main
taining order in Uie Congo's 900.
