Administration specifically should
have authority to bar from the

worthless drugs, but you are not.
The cabinet member praised
drug firms for developing a great
many new products at great ex
pense. But he criticized the indus
try for what he called its "pat
tern of high prices" and inade
quale safeguards for consumers
He also said that planned ob
solescence of "miracle drugs"
contributes to unjustifiably high
prices.
"Further, the claims made by
the manufacturer through extrav
agant advertising and promotion
al campaigns have not always
been accurate or wholly truth
ful, he asserted.
Ribicoffs Food and Drug' Ad
ministration (FDA) chief, George
P. Larrlck, already has told the
subcommittee he favors parts of
Kefauver's bill, including one
empowering the FDA to test new
drugs for effectiveness before
they can be sold.
Kefauver said the bill would
lower prices by encouraging com
petition. If drug companies are
strictly supervised, he said, doc
tors will have more confidence
and will prescribe by chemical
rather than brand names, which
would let consumers shop for the
cheapest brand.

Iranian banker has asserted that
SI billion In U.S. aid to his coun
try has caused America to be dis
trusted and hated.
Abul Hassan Ebtehaj made the
statement in a speech Tuesday
to the International Industrial
conference being attended here
by 600 top Free World financiers
and industrialists.
Ebtehaj was urging that foreign
aid be channeled through an in
ternational agency rather than
given by one nation directly to
another.
Otherwise, he said, "opposition
leaders will charge the govern
ment with selling out to imperi
alists, and the public will believe
those charges.
"Civil servants will find their
own relatives accusing them of
having been . bought by Tor-
eigncrs. ,
He said, "Bilateral aid poisons
the relationship between nations,
frustrates the donor and causes
revulsion in the recipient."
Further, the donor often finds
itself in the position of appearing
to approve of corrupt and reac
tionary regimes.
A few years ago, in Iran, Eb
tehaj said, "the United States was
loved and respected as no other
country, and without having given
a penny of aid.
"Now, after more than $1 bil
lion of loans and grants, American
is neither loved nor respected

al agencies can impose rules and

Instead, foreign aid should be
given in the form of loans at in

cials of showing a lack of con
cern about payoffs and influence
deals involving ;ome civilian em
ployes.
A report hied today with the
Senate by Sen. John L. McClellan
D-Ark., said his Senate Investiga
tions subcommittee had disclosed
situations which could have en
dangered the lives of those aboard
improperly repaired ships.
The report formally concluded
the subcommittees investigation
of the Atlantic headquarters base
for the Military Sea Transporta
tion Service, a naval aconcy, at
Brooklyn, .N.Y.
The subcommittee called for
prosecutions by the Justice De
partment, a study of the income
tax returns of a number of wit
nesses, and a possible blacklist
ing of some ship repair turns.
MSTS runs a big fleet of vessels
which ferries men and material
to and from military bases in
many sections of the world. The
fleet is being enlarged for pos
sible emergency duty in the Ber
lin crisis.
The unanimous report said the
inquiry was undertaken because:
of reports that payoffs and in
tluence deals were resulting in in
ferior work on MSTS vessels
which "could causo the loss of
lilo or valuable cargo."
