inessman was fined $140 today for
punching the jaw of G. Mennen
Williams here two weeks ago. He
chose to pay the fine rather than
spend two months in jail.
Stuart Finlay-Bissett, S3, was
given the choice by a judge after
he pleaded guilty today to com
mon assault for roughing up the
VS. assistant secretary of state
for African affairs. Finlay-Bissett
doesn't like American policy in
Africa.
Magistrate I. M. Eveans called
it "an act of stupid hooliganism
toward a high-ranking guest"

SALEM AP) Dr. John
Richards, chancellor of the state
system of higher education, said
today he wil re) ommend that Dr.
and Mrs. A. L. Strand contffiue
living rent-free in a state-owned
house. Two members of the board,
however, said they opposed this.
Strand lived in the house at Cor-
vallis as president of Oregon State
University from which he recerlUy
retired.
Richards said he will ask the
board at its separate meeting to
day to approve the continued use
of the house. The Higher Educa
lion Board and the state Board
of Education meet jointly through
the morning.
Richards said he will ask that
Strand be appointed as director of
the system's new office of inter-
mstitutional research with a $17,-
300 annual salary.
One of his first duties in that
job, Richards said, would be to
study feasibility of putting both
