Capital Budget
Bill Presented
WASHINGTON, DC-Congress-man
Al Ullman was joined by
both of Oregon's senators in to
day's reinlroduction of his capi
tal budget bill. The measure, in
troduced by Ullman and Morse in
the last Congress, provides for a
distinction in the federal budget
nd in tile classifiratinn nt th
public debt between expenditures
tor operating expenses and those
for capital investment, such as
in resource development projects,
"Adoption of the capital budget
oncept," Ullman said, "will
make possible not only a return
to the multiple resource develop
ment principles that are a part
of the Democratic Party's heri
tage, but a moving ahead in this
vital field of policy on a more
sound and coordinated basis in
the challenging years of the six
ties." Congresswoman Edith
Green of Portland is a co-sponsor
f the measure in the House.
Ullman pointed out that prelim
inary hearings on his bill were
held last year before a subeom
mittee of the House Government
Operations Committee. He said
he would press for further consid
eration of the proposal in this
Congress, Ullman called it a "fun
damental reform" and "essential
if we are to adequately utilize
ur great natural resources,"
