Price Props
SALEM (AP) "When we no
longer have conspicuous plans for
price supports, we will have gone
a long ways on farmer public re
lations," F. E. Price, dean of the
Oregon State College Agricultural
School and director of the exten
sion service, told the Oregon
Dairymen s Association today,
"All of agriculture has been hurt
by the surpluses, but we must
move into the problem of agricul
tural adjustments intelligently. It
is going to take a businessman's
approach along with the farmers'
approach," Price said.
Discussing agricultural adjust
ments, Price told of studies being
made to develop a Blue Lake
bean that can be picked mechan
ically. People get hurt in these
changes, he said, adding that the
new bean would drop most of the
5-million picker payroll.
"Sociologically, It will affect the
youth of the state. It will leave
them with nothing to- do," Price
said.
Discussing production efficiency
on the farm, Price noted that from
1940-59, livestock production had
increased 49 per cent and crops
39 per cent on about the same
amount of acreage.
At the same time, spending by
farmers for machinery has in
creased 135 per cent. The dollar
output for land production de
creased 1 per cent, and for labor
decreased 40 per cent.
He said that while prices paid
by farmers continued to increase,
there had been a slight decline
in prices received by the farmer
for his product.
"Production efficiency has been
beneficial to the consumer. He Is
spending fewer working hours to
purchase commodities from the
farm," Price said.
In the period from 1940-59. the
consumer has come to spend 17
per cent less time at his job to
buy the same amount of beef,
51 per cent less time for eggs, 40
per cent less for milk, 27 per cent
less for bread and 19 per cent less
for potatoes, he said.

Pear Study
WASHINGTON (AP) - A group
of West Coast congressmen Thurs
day pledged to support program
to solve the riddle of a disease
that threatens pear production.
The group from Washington,
Oregon and California announced
n ans to seek coordination of re-iNo.
search efforts by federal, state
and industry representatives to
fight pear decline, a root disease.
The congressmen, representing
an area that grows 95 per cent of
the nation's pears, are to meet
again in two weeks to outline a
definite plan based on information
gathered by then.
Thursday s meeting was in the
office of Rep. Catherine May, R-
Wash. She said the disease threat
ens to destroy the pear industry.
Others at the session were Reps.
Edwin R. Durno, R-Ore., and Har
old T. Johnson, D., John E. Moss,
D Charles S. Gubser, R and
John F. Baldwin, Jr., R., all of
California. Rep. Walt Horan,
R.'
Wash., also was represented.
Pear decline first hit Washing
ton eight years ago and has
spread southward into Oregon and
California. The disease is making
serious inroads into the industry.
The congressmen were told
average pear production of close
to 100,000 tons in Washington was
down to 47,000 this year. In Ore
gon it was down from 57,000 ton
average to 45,000.
In California, 322,000 tons were
produced this year, a drop of 44,
000 tons from 1959.
The future looks especially dark
In California because many trees
that appeared healthy up to the
last harvest season died immed
lately afterward.
Experts estimate over the next
two to three years production in
California will be reduced from
about 400,000 tons a year to around
275.000. .
There are two types of decline
slow, found mainly in Washing
ton, and quick, prevalent in Cali
fornia. The first takes several
years to kill the trees, the second
kills within weeks. To get an
orchard back into production
takes at least eight years and four
more years before it becomes
profitable.

Bill Practice
SALEM (AP)-The Senate Rules
Committee voted today to discon
tinue the practice of having bills
