Declares
Texas are settled.
By then, he said, it will be too
late to reverse the election out
come and make Vice President
Richard M. Nixon the chief exec
utiwe. Morton said in a TV interview
Sunday (ABC Issues and An
swers) that there always was a
possibility that Nixon could be
elected president when the elec
toral votes are counted next Mon
day if Illinois' 27 votes were shift
ed from Kennedy and some un-
Dleecd southern electors backed
the Republican.
But, Morton said, "As a realist,
I don't think there is a chance."
He said ihe had been told by Re
publican lawyers that if a recount
were held in Chicago's Cook Coun
ty, Illinois . would go for Nixon.
Some Republicans charge that
vote frauds enabled Kennedy to
roll up a huge majority in Cook
County which helped to carry the
slate by less than 9,000 votes
But, Democratic Sen. Paul H.
Douglas denied that any evidence
of fraud had been produced in his
home state of Illinois.
The whole matter has been
blown up out of all proportion to
its real importance, Douglas said
in another TV interview (NBC-
Meet' the Press). He said a
recount in Illinois would show
Kennedy picking up enough votes
in the traditionally Republican
downstate area to offset any Nix
on gains in Chicago.
Morton's claim that 18 months
to two years will pass before the
Illinois and Texas fights are re
solved is based on Republican
plans to take to court their charg
es of election irregularities in the
states.

In Center
PORTLAND (AP) - A proposal
to place the Oregon Forest Re
search Center at Corvallis under
Oregon State College administra
tion Is under consideration by the
state Board of Higher Education.
The proposal was made to the
b'oard Monday by the state Forest
Protection and Conservation Com
mittee, which supervises theyen-
ter. It now is supported in part
by the state, through legislative
appropriations, and by the forest
industry, which pays a timber
severance tax.
The committee proposes that
these income sources be contin
ued, but that the board channel
them to the research center.
Backers of the plan -said it
would permit the college to con-!
solidate some related functions
with the research center, and
make available new -sources of
revenue. Mainly the new sources
would be federal agencies that
might contract for research proj
ects. .
The board also was informed
that the Forest Service plans soon
to locate a Western Forest Biology
Laboratory at OSC. A spokesman
said it will employ 88 persons and
will cost about $1,500,000. The
annual operating budget was esti
mated at $50,000.
The laboratory's program will
be co-ordinated with other
research agencies.
