Salem, Portland Nativity Scenes
Draw Protests From Liberty Union

Nativity scenes on gtvernmenl
grounds at Salem and Portland
drew a protest Monday from the
Oregon Civil Liberties Union.
State and federal government
spokesmen said, however, they
did not intend to order removal
of the Christmas scenes.
One of the scenes was on the
Capitol Mall at Salem; the other
on the Pioneer Post Office
grounds in downtown Portland.
"To use the Capitol Mall for a
religious display aids and en
dorses religion, which the slate...
is not permitted to do." wrote
Charles Davis, Portland, chair
man of the Oregon Civil Liberties
Union, in a letter to Secretary of
State Howell Appling Jr., who
gave permission (or the scene to
be placed on the mall.
"The fact that even the major
ily of citizens find religious inspi
ration in the nativily scene does
not make it a non-sectarian sym
bol to those who have other
religious beliefs or are non
believers... "By abstaining from endorsing
or aiding religious principles or
worship, the state of Oregon does)
not discriminate against religion1
but protects religion from state
interference and the state from
competition among religious
groups to obtain maximum use of
public facilities," Davis wrote.
He suggested there were suit
able privately owned locations
available.
Appling replied:
"At a lime when godless com
munism threatens the very foun
dations of our way of life, I am
dismayed tf.at you should protest
on hvperleaalistic grounds the
placing at no public expense of a
Christmas scene on the Capitol
Mall.
"In an age when so much of
humanity cries out for devine
guidance I am saddened that you
have choson to nit-pick in the field
of constitu'iunality. It is ironic
that your piotest should be made
within days of the erection on the
White House lawn of a giant
Christmas tree cut from Oregon
forests.

Portland Junior Chamber f Com
merce had been granted a permit

not plan on rescinding our permit."
