Oregon Republicans Holding Hopes

SALEM AP Republicans!
have hopes that they might organ-'
Ize the 1961 state House of Rep
resentatives, despite a 31-29 Dem
ocratic majority.
If they do, they would elect he
speaker and choose the commit
tee chairmen.
The GOP hopes rest on persuad
ing a couple of Democrats to
throw in their lot with the Repub
licans in organizing the House.
There are four Democratic
members, all from Eastern Ore
gon, who customarily vote with
tlie Republicans on issues which
divide the parties. They are Reps.
George Annala, Hood River; Don
McKinnis, Summerville; Kather
ine Musa, The Dalles; and Emil
Stunz, Nyssa.
Annala has made it known in
the past that he wants to be
speaker.
Rep. Robert B. Duncan, D-Med-ford,
speaker in 1959, said Thurs
day lie would be willing to be
speaker again if the Democrats
organize the House. He added he
Is confident the Democrats will
organize it.
Duncan would be the first man
ever to serve as speaker in two
successive regular sessions.
The Republican choice could be
Rep. Robert L. Elfstrom, R-Sa-lem.
But he underwent surgery
Thursday night for a perforaledj
unci .
If there has to be a compro
mise candidate, it could well be
Annala. Or he might be the Re
publican choice if the GOP gets an
outright majority in the vote on
organization.
At any rate the Republicans
probably will run the House w hen
it comes to voting on issues which
divide the parties. That's because
of the four Democratic votes they
ran count on, w hich give them 33
of the 60 voles.
The Republicans have stuck to
gether solidly in voting during the
past two sessions in which they
have been the minority party.
In the 1959 session when the
Democrats held a 33-27 edge, they
could not muster a voting major
ity when the chips were down.
In the Senate the Democrats
have a 20-10 majority.
The legislature meets Jan. 9.
