Kiwanis XQ' Plan Is Challenging
A challenging new citizenship
program is being conducted in
this community by the Kiwanis
rinb
Known as the "CQ" program,
the aim of the drive is to chal-
.' lenge individual citizens to assess
I their personal citizenship quotient,
and to determine if their accept
ance of citizenship responsibility
is in keeping with the problems
and the needs of both the individ
ual and the community.
The CQ program was developed
originally by Kiwanis Internation
al, and is currently being under
taken throughout the United States
and Canada under the auspices of
Kiwanis Clubs working singly or
in concert with other groups and
citizens' committees.
Mayor Lawrence Slater has tak-
en special note of the campaign
by issuing a special proclamation
on "CQ" program
In his proclamation, the mayor
said. "If a man is to achieve
" effective responsibility as a citi
zen he must have an inspiration
al set of standards by, which to
measure himself as a citizen."
He also pointed out. "The privi
lege of democracy, the free man's
manner of self-government, calls
for the best from everyone, every
day. in every situation, the Citi
zenship Quotient program pro
vides an opportunity for the citi
zen to assess his citizenship ef
fectiveness and his individual abil
ity to contribute to the American
way of life."
Small booklets entitled ''How Do
You Rate Yourself" are now be
tas distributed by Kiwanians and
citizens are asked to read and
carefully check their own efforts
to determine their "CQ" rating.

THE VOTERS OF OREGON HAVE A RIGHT TO KNOW:
I WHY, up to this time, have major officials and office-
holders in the Oregon democrat party avoided endors
ing their party's candidate for United States Senator?
2 WHY, when the U. S. Government is spending large
sums of taxpayers' money in its fight against false and
misleading advertising, does the democrat candidate
advertise that Editors all over Oregon have endorsed
her? The truth is that their endorsements of Elmo
Smith lead by at least 3 to l.

I WHY have out-of-state interests given thousands
upon thousands of dollars to her campaign fund?
W'HY does she publicly state that a United States
Senator should not represent, in her words, "just one
little state"? Is it because she is expected to represent
the out-of-state people who have contributed these
many thousands of dollars to her campaign? WHAT
DO THEY EXPECT IN RETURN?

A PLEDGE TO YOU
FROM ELMO SMITH
I hove tried sincerely and bonestJy through this
long and difficult campaign to present in detail
the specific program I would follow in the United
States Senate, in behalf of Oregon and the nation.
My opponent has presented no such program.
My program is aggressive, dynamic, forward
looking. It has been developed with the aid and
help of acknowledged experts in every field, includ
ing labor.
I have advanced specific plans to create more
and better jobs; safeguard take-home pay; bring
about furl, balanced development of Oregon's vast
noturol resources; protect world peace by working
with the United Nations and maintaining our firm
hold-the-line policy with Communist Russia; and to
devote my time, energy and ability to giving Ore
gon's people the vigorous representation in the
Senate to which they are entitled.
f pledge to you that if elected I will do my
utmost1 to fulfill to the letter every commitment
I have made during my campaign.
VOTE FOR THE MAN WHO WILL GIVE
OREGON THE VIGOROUS VOICE WE NEED
IN THE UNITED STATES SENATE-
