Countering Propaganda Slated By West Allies
"DENNIS THE MENACE"
WASHINGTON AP) Western
allies are Retting set to counlci
an expected barraRe of prop
aganda proposals from Soviet Pre
mier Nikila Khrushchev in the
broad field of East West relations
Khrushrhev may spring a series
of such unacceptable proositions
at next month's summit confer
ence when talk moves from dis
armament, lierlin and Germany
into a catch-all category, East
West relations.
For weeks Allied diplomats have
been drafting possible counter
proposals in this area. Allied for-
eitin ministers arc expected to ap
prove them when they gather here
anything from Khrushchev ma
neuvcrs calling for more tradi
and cultural exchanges, to re
vivals of ott-rejected Soviet pro
posals for a scrapping of the At
lantic Pact and a non-aggression
ulliance between the Warsaw pow
ers and Western allies.
In canvassing possibilities in
this area. Allied diplomats have
not come up with any red hot
proposal of their own which they
genuinely believe might ease ten
sions. Some consideration has been
given to proposing "a code of in
ternational conduct" but most au
thorities believe this would serve
nomic affairs of key countries.
President Eisenhower, Presi
lent fie Gaulle and Britain's
I'rime Minister Harold Macmillan
ran be expected to agree general
ly with any vague Soviet endorse
ment of more cultural exchanges.
The American-Soviet phase, how
ever, is governed by a two-year
cultural agreement which speci
fies equal treatment for both
sides. There appears to he no in
terest on the American side in
increasing this at present.
