The (wo Portland daily newspa

and non-union personnel have

A brief announcement on the

Publishers refused lo elaborate
on (he announcement.
The unions had no immediate

Among issues in (he dispute

Navy Claims
New Success
CAPE CANAVERAL, Fla. (API
The Navy has claimed another
significant success in one field of
missilery in which the United
States is believed far ahead of
the Soviet Union (he Polaris sub
marine missile.
A near-operational model of the
Polaris jolted from a moving
ship Tuesday night and the Penta
gon announced that early indica
tions were the test was completely
successful.
However, it appeared to many
observers that the second ' stage
performed abnormally. Some said
it seemed lo blow up and fall into
the ocean.
The Navy denied the missile ex
ploded. But an informed source
reported there were "anomalies in
the telemetry received from the
second stage."
'. The test was the first in which
nil operational equipment except
the nuclear warhead was carried
on the missile.

America will need sons and
daughters deeply dedicated to its

out too many young people trained
to seek personal belongings, per

Hobert H. MacRae, executive
director of the Welfare Council o(

many of the younger gcneralion
have discarded the principles and
ideals this country has long held
so dear.
"For an entire generation," he
said in a prepared address, "we
have been surrounded by violence.
The media of mass communica

Human lile and personality have

"Bribery of policemen, political

these speak louder than Fourth of
