manual-harassed Air Force Rot

manuals which have recurrently
plunged the service into hot wa

against possibilities of Communist
Infiltration but wouldn't lightly
name names.
Subcommittee Chairman Melvin
Trice (D-llli remarked today,
"You've got to give them credit
for a frank and honest admission
that they goofed." He said the
subcommittee will reserve judg
ment on Air Force plans for im
provement and meantime go on
to study other manuals.
But Rep. Frank Kowalski (D
Conn) said he sees no evidence
the Air Force is really changing
its organization to make sure
manuals won't get out without
adequate check and supervision
"And I'm afraid what is true
of manuals is true of weapons,
missiles and everything else,"
Kowalski, a retired Army colonel,
said. "The structure needs to be
revamped and I don't see that
they plan to revamp it."
