SAN RAFAEL, (UPI) - A Ju
vonile Court hearing scheduled Sat
urday for Clifford Kortner, 15, con
fessed slayer of a neighbor girl
has been postponed indefinitely
The Kentficld youth will be
placed in custodial care in a men
tal hospital, "where, through long
term treatment, he will be ren
dcred less dangerous to the com
munity."
Fortncr admitted stabbing and
hanging Lorna Lax, 12, last No
vernier after having sexual rela
lions with the girl in a wooded
hideaway near their homes.
Marin County Probation Olficer
Walter Busher recommended that
the gangling youth be kept in Ju
venile Hall for three months until
he could be placed in a state hos
pital for psychiatric treatment.
Busher s report said that exten
sive studies resulted in no signi
ficant finding of organic abnor
mality, but that "the boy, while
neilher clearly psychotic nor rec
ognizable as a psychopath, shows
significant tendencies in both directions.

to make it probable that he would
deteriorate in long - term custo
dial care if such care were not
attended by psychiatric treat
ment."
Busher recommended that the
Juvenile Court hearing be post
poned until completion of Fort-
ner's commitment period at the
state hospital.
WASHINGTON (AP) - The
heads of the House Appropriations
Committee joined today in a call
for cuts in President Eisenhower's
$70,800,000,000 budget for next
year.
Both Chairman Clarence Can
lion (D-Mo) and Rep. John Taber
of New York, senior Republican,
agreed to separate interviews
that the budget could and should
be trimmed.
Eisenhower announced the pro
posed total spending figure Thurs
day. His detailed proposals go to
Congress on Jan. 18, in a formal
budget message.
"It certainly has to be cut,"
Cannon said. "It is not consistent
for the President to caution
against self-indulgence in one
breath and then propose spending
programs that amount to self-in
dulgence."
Cannon said he believed the
President was "very optimistic'
in expecting that foderal revenues
during fiscal year 1961 will be
large enough to produce a surplus
of $4,200,000,000 over expenditures.
The President, Cannon said, ex
pected a balanced budget in the
fiscal year that ended last June
30 "and instead we had a deficit
of over 12 billion dollars."
Taber said he was pleased that
the President plans to submit to
Congress later this month a bal
anced budget.
Actors' Mother
Found Dead
HOLLYWOOD (AP) Maria
Tierney, 65, mother of actors Law
rence Ticrney and Scott Brady,
was found dead in her apartment
Thursday.
Police found a bottle of sleeping
pills nearby. An autopsy was or
dered to determine cause of death.
Lawrence Tierney, 40, pleaded
innocent earlier in the day to in
toxication and disturbing the
peace charges. He was accused of
breaking into a woman's apart
ment and slugging her boy friend,
while searching for another wo
man.

Holiday Toll
Sets New Mark
CHICAGO (AP) The nation's
374 traffic deaths over the three-
day New Year holiday set one rec
ord and the over-all accident toll
of 513 tied another.
The final count of traffic fatali-
ies topped by 10 the previous high
for a three-day New Year week
end reported in 1955-56. The holi
day toll was computed from 6 p.m.
Thursday to midnight Sunday.
Besides traffic fatalities, 63 per
sons perished in fires and 76 died
n miscellaneous accidents. The to-
al of 513 tied the over-all record
or a three-day New Year holiday,
also set in 1955-56.

thieves had stripped accessories

terminal island since Nov. 15.

WEST LOS ANGELES (AP) -
Actor Jackie Coogan, 45, has plead
ed innocent to a misdemeanor
drunken driving charge and asked
for a jury trial.
Coogan suffered broken ribs
Dec. 22 when his car hit a parked
auto in the Brentwood area.
The Municipal Court trial is set,
for Jan. 28.

ine Reddish, daughter of actress
Norma Shearer, has divorced film
director Jack N. Reddish.
"He was mean, disagreeable.

Judge Has Plan
To Halt Dope
LOS ANGELES (AP) A fed
eral judge has a novel suggestion
lor stopping dope traffic:
Close the U.S.-Mexico border for
at least three months and patrol
it with army troops if necessary.
V. S. Thurmond Clark made the
proposal after a jury convicted
Robert Earl Franklin, 27, of San
Diego, of possession of marijuana.
"I would say that 90 per cent
of all our marijuana and narcotics
are coming from the Mexican side
of the border," the judge commented.
He said the Army should patrol
the border from Tijuana to El
Paso, Tex., "until we see that
Mexico cooperates."

Portland Man
Portland (AP) A man
arrested Wednesday on a default
of bail warrant from San Fran
cisco was released by the U. S.
Marshal's office Thursday.
Ernest (Duke) Arnold, 37, Port
land, while in custody, was ques
tioned in connection with the
slaying in a Portland hotel room
of Charles Edwin Redd, 45. At
the time of his death, Redd was
under indictment for pistol whip
ping Arnold.
San Francisco authorities said
Arnold should be released because
there had been a mix-up on dates
when Arnold was to go on trial
in the California city.
Arnold still faces trial on an in
dictment stemming from a
crackdown along the West Coast
last February on an international
narcotics ring.

City Commission has straightened
out a little mixup of Hoops.
William Hoops Jr. ran for the
commission last fall, but the ballot
carried the name William R.
Hoops, a nephew.
Hoops Jr. got the votes but was
not legally elected. William R.
was, but he didn't want the post.
So when the new commission
was sworn in Monday night the
first thing it did was read a letter
from" Hoops William R. resign
ing from the post he never rail
for. Then it unanimously ap
pointed Hoops Jr. to the seat.
