Judge Ponders Decision
On Whether To Free Long

Russell Pengelly, a teacher ol
general science at, Fremont Jun
ior High School (or the past seven
years, received notification Thurs
day that he is a winner of a Na-
tional Science Foundation stipend
(hat will cover eight weeks' train
ing institute schooling this sum
mer.
The stipend is worth up to $1,000
It covers all expenses that Pen
gelly is likely to incur whilo study
ing at Oregon State College. He
was one of 97 teachers, from 1H
states, 57 of them from Oregon
who received the grant. His sti
pend comes from SI 11.500 granted
OSC by the foundation to conduct
the institute from June 22 to Au
gust 14.
The federal grants were institut
ed several years ago to stimulate
better training of high school sci
ence teachers. Grants for study
of biological or physical science or
both. Pengelly has tentatively chos
en a curriculum including botany.

in physics and astronomy. The
courses will net him 12 hours of
college credit.
Pengelly will teach science at
Burns High School next fall.
District Judge L. D. Godard
said Monday night after the ha
beas corpus hearing he felt more
time should he spent studying the
cuse before he ruled on it. He or
dered Long back to the mental
clinic while he delayed his deci
sion one week.
Jude Godard also announced
postponement ol today's sanity
hearing alter a conference with
Probate Judge Hu;h Gibson. The
sanity hearing also was moved
back one week.
Sen. Russell Long 'D-La. the
governor's nephew and son of the
late Sen. and Gov. Hucy P. Long,
disagreed.
"It seems to me a very crucial

Sen. Long, who attended the hear
ing but was barred from testify
ing by court order.
Attorneys for Gov. Long asked
the court to bar those represent
ing Kirs. Long from testifying
.VI rs. Long did not appear ir
court.
Sen. Long told newsmen after
the hearing the point he had men
tioned should have been clear to
anyone, even those with no legal
training.
There were obvious political im
plications in the senator's appear
ance in court. He has hinted he
might seek the governorship.
Gov. Long, leaving the court
house, yelled: "Still in jail. Still
in jail. Texas style.
Earlier, he said: "I don't belong
in an asylum."
He said if he had been freed, he
would have entered Ochsner Hos
pital in New Orleans.
If he had gotten back to Louisi
ana, he said, he probably would
have vetoed some bills. In Long's
absence, acting Gov. Lether Fra
zar Monday signed or vetoed the
last of the bills passed by the
Louisiana Legislature, which ad
journed a week ago.
In his petition for the writ of
habeas corpus hearing Long said
he was a "governor in exile by
force and kidnaping." He charged
he was drugged, tied to a stretch
er and carried aboard a National
Guard plane for the flight to Gal
veston May 30.
Judge Godard asked Long if he
wanted to testify.
At the suggestion of his three
court-appointed attorneys. Long
answered: "I believe it would be
better if I didn't testily. I some
times get a little excited.'
However, as expected, the often
tempestuous governor broke Into
the testimony at times. His inter
ruptions were calm, usually draw
ing smiles.
