South Leader
Raps Dillon
: WASHINGTON (AP)-Sen. Mils
cell B. Long (D-La) raised t
roadblock today to speedy Senate
approval of C. Douglas Dillon's
promotion to the No. 2 spot in
tne State Department.
When Dillon's nomination reach
es the Senate floor, Long said,
"I may speak for a day, or even
two days, to illustrate why we
have spent so many billions in
other countries and in some in
stances gotten nothing but hatred
in return, under the type ot lead
ership represented by Mr. Dil
lon." Long is the only announced op
ponent of the nomination, which
was received with enthusiasm
Tuesday by most of the Senate
Foreign Relations Committee.
Dillon faced more fire from an
other source today. He was called
before a closed session of the com
mittee for further questioning
about putting secret labels on
country-by-country break'downs of
foreign military aid.
Sen. Frank Church (D-Idaho)
protested secret classification of
military programs in Latin Amer
ica. The opposition of Long and
Church delayed a committee vote
on Dillon's nomination as first un
der secretary of slate. This is the
spot Christian A. Herter vacated
when he was named secretary to
succeed the ailing John Foster
Dulles.
The dispute over Dillon tempo
rarily' overshadowed consideration
of the nomination of Ogden R.
Reid, 33, former president of the
New York Herald Tribune, as am
bassador to Israel.
Reid, on the stand only briefly,
vas asked to return Tuesday for
.questioning on his qualifications,

To Kill Senate Measure
WASHINGTON (AP) Labor
I'nions, through breakfasts for
congressmen and other forms of
lobbying, are mounting a growing
drive to revamp sharply or kill
the Senate-passed labor regulation
bill.
John L. Lewis, the veteran Unit
ed Mine Workers Union president,
was to register his opposition to
day before a House Labor sub
committee.
The 7l)-ycar old Lewis repeated
ly was counseled against any new
labor anti-corruption legislation.
He says the problem is an inter
nal one for unions to solve and,
anyway, there are plenty of laws
against embczzelemcnt to curb
union frauds if the laws are enforced.
Meanwhile the AFL-CIO, which
imported the original Senate bill
belore amendments were added in
the Senate, indicated a switch in
sentiment. The AFL - CIO Execu
tive Council is to meet here next
week to go over the Senate ver
sion section by section.

Unionist Fined
HONOLULU (AP) - Carpenters
Union leader Jack C. Reynolds was
fined $25 for attacking photogra
pher Warren Roll of the Honolulu
Star Bulletin.
Judge Harry Stciner imposed
the fine Tuesday and commented
"Some people take offense to hav
ing their pictures taken, but this is
no reason for laying a hand on a
photographer."
Roll tried to take a picture of
Ji F. Cambriano. another Carpen
ters Union official, as the latter
arrived at Honolulu Airport April
14.

Rescue Jumper
ujs ANiiiiLts ( AP) A police
man and a fireman pulled Robert
Uavid Thomas oif the roof of a
12-story building Tuesday while
hundreds below dared him to
jump.
Traffic stalled and onlookers
jostled each other for a better
view for two hours while Thomas
listened to taunts from the
spectators.
Make up your mind. Jump,
man, jump. You re chicken."
Fireman William Smith and De
tective Sgt. Jack Golch finally
lackled Thomas. 22. He was taken
to a hospital for observation.
George Meany, the 1 AFL-CIO's
president, hinted at federation op
position in a speech Tuesday to
me Plasterers union. Meany
spoke of the Kennedy-Ervin bill
as passed by the Senate es "an
active threat against the trade un
ion movement.
The bill bears the names of
bens. John F. Kennedy 'D-Massl
and Sam J. Ervin Jr. iD-NC).
Meany hinted at AFL-CIO poli
tical retaliation by remarking
that labor figured it elected a lib
eral Congress last fall but now
"it seems we haven't changed the
complexion of Congress enough."
"So while we did better (Poli
tically) in 1958," Meany said, "I
haven't the slightest1 doubt we'll
do still better come 19U0."
James R. Hofta's Teamsters
Union came out with a broadside
against tbe Senate bill while union
members were quietly breakfast
ing groups of congressmen have
been contacted by our represent
atives. It's just normal lobbying
procedure."
Hoffa was quoted in a new is
sue of the Teamsters' magazine
H$ saying "we favor constructive
legislation. We are opposed to cor
ruption. But the bills currently
passed or proposed are not con
structive." Hoffa urged Teamsters local un
ions to deluge House members
with telegrams to revise Senate
bill curbs oft boycotts and picket
ing, powers given the secretary
of labor over unions, and bans
against criminals holding union
office.
Teamsters locals were urged to

impress on their congressmen
"the importance of voting against
the Kennedy bill if it contains any
one "of those or a dozen- other
provisions Hoffa found objec
tionable. The Senate bill basically re
quires a detailed reporting of un
ion finances' and lull irfevi
rights in internal union prow
dures, with the secretary of la
bor given broad enforcement pow.
ers.. President Eisenhower has
said the Senate bill isn't strong
enough against certain union
practices.

Award Return
: HOLLYWOOD (AP) ' Fred
Astaire, whose 1058 TV spectacu
lar danced off with nine Emmys
wants to return his "best actor'
award.
- But a spokesman for the Acade
my of Television Arts and Sciences
tays the award was won fairly by
Astaire and it is his.
Astaire said through a spokes
man he wanted to return the
award because of confusion over
the "best actor" category. Some
critics, including Ed Sullivan, con
tend the Emmy should have gone
for a dramatic instead of a danc
ing performance.
"I don't think anyone will "dis
agree that Mr. Astaire is an actor
and that he gave a great per
formance," replied Thomas Free-bairn-Smith,
Academy executive
secretary. He indicated the matter
was closed.
