Governor Has Authority
To Revise State Agencies

field has the authority he wants
to reorganize state administrative
agencies.
The Senate, with only two dis
senting votes, completed legisla
tive action Tuesday on the bill
that would permit the governor to
give the 1961 Legislature a com
prehensive plan to consolidate
and eliminate many of the state's
boards and commissions.
The Legislature would have to
accept or reject his entire plan.
It could not amend it.
The House 'held a two-hour
night session on the Legislature's
100th day. '
The Senate-passed state mili
tary code was defeated 32-26 in
the House. All Republicans plus
seven Democrats voted against
the bill.
Opponents argued that the bill
was loosely drawn and unconsti
tutional, although they admitted
the need for a new code. The pres
ent code was adopted in 1921.
By a 51-8 vote, the House sent
to the Senate a bill to forbid real
estate brokers and salesmen from
refusing to show a home for rent
or sale to anybody because of his

The House completed legislative

These bills are the outgrowth
of the dispute over whether Hat

Another bill sent by the House
to the Senate would let the Public
Utilities Commissioner investigate
the management ot motor trans
portation companies. He now has
this authority in the case of utili
ties and railroads.
The House also sent to the Sen
ate a bill to have the state Board
of Health license and examine
persons who fit hearing aids.
A memorial asking Congress to
preserve the water rights of states
and to pay compensation when
the government acquires such
rights was passed by the House.'

Boivin Seeks
Senate Post
'I plan to be a candidate for
president of the Senate at the next
session of the Oregon Legislature,
State Senator Harry D. Boivin,
told the Herald and News in a
telephone call from Salem yester
day afternoon.
He had commented earlier that
he "probably" would be a candi
date, but on Tuesday he announced
definitely that he is a candidate
for reelection to his fourth term
in the state Senate.
Boivin started his initial service
in the Legislature when he was
elected to the House of Repre
sentatives in 1933. in point of serv
ice, he is the veteran member in
the current session.
He was elected as speaker of the
House in the 1937 session and is
one of the nine lawyers in the 50th
Legislative Assembly of Oregon.
He is serving his. third term this
session as a state senator as a
Democrat from Klamath County.

Dies On Bus Trip
SALEM (AP)-A boy, 2, died
Tuesday on a bus passing through
here en route to Portland, as he
slept beside his mother, Mrs. Paul
Mullen of Portland, State Police
said. -
The woman discovered the child
dead when she awoke about 2:30
p.m. She and the boy, Paul Mich
ael Mullen, were returning home
from Long Beach, Calif.
