FIRST BABY IN 1959 at th Mount Shasta Community Hos
pital ii Gloria Dean, who is being held by her mother, Mrs.
J. W. Broomfield, of Weed. The baby was born at 1:10
a.m. January 7 and was declared winner of many valuable
prizes offered by the hospital as the first baby born in
1959. The baby's father is a stacker at the sawmill of the
Weed Branch of International Paper Company. The Broom
fields have lived in Weed for one year, coming from
Louise, Mississippi. Two brothers, Jerry, 5, and R. J.,
4, and three sisters, Geretha, 2, and twins, Annie Jean
and Hattie Jean, 18 months, were on hand to welcome

Installment Tax Paying
May Go Out The Window

SALEM (AP)-The House Tax
ation Committee' found little op
position Monday to a proposal to
eliminate tne practice of paying
personal state income taxes in
Installments.
The committee, beginning hear
ings on the 13.5-million-dollar tax
package proposed by ex - Gov.
Robert D. Holmes, was told the
measure would bring in eight mil
lion dollars for the next two
years. It would do this, in ef
fect, by collecting some taxes in
the next biennium that under ex
isting law would not come due
until the biennium after that.
The installment bill Is the ma
jor part of the program. A hear
ing will he held Wednesday on a
bill to raiso taxes on utilities.

ment payments is profitable from
an administrative view.
Richard Eymann, adviser to the
committee and former Tax Com
mission secretary, added only
about $30,000 would , be saved in
administrative costs. He said al
most all of the eight millions
would come from payments which
would become due in this bien
nium instead of the 1961-63 biennium.
Horn said 30,000 taxpayers paid
In installments quarterly in 1958,
but he said the figure usually is
round 90.000. '
Committee Chairman' Clarence
Barton (D-Coquille), who said in
stallment paying involved special
privilege, asked:
"Why should only - a few be
treated this way?"
Rep. Raphael Raymond (R-Hc-
lixl told the committee "the
smaller farmer would be in
trouhle" if the installment pay
ments were eliminated.
The installment plan of paying
would be eliminated over a two
year period under the proposal.
It would allow quarter payments
during M59. but require semi
annual payments in 1060 and full
payments on an annual basis by
1961.
Eymann pointed out . that the
July, October and January pay
ments at the start of the 1961-63
biennium would be eliminated.

the 1959-61 biennium.
Eymann said a companion bill
would allow those who are unahle
to pay up in full to put up se
curity with the Tax Commission
and avoid court charges.
He said this would aid "the per
son who cannot immediately
come up with cash payments."
The committee was told the tax
commission wouldn t abuse the
right to receive security instead
of the payments.
The third bill provides thai de

ed if it were necessary.
MORE BOMBS FOUND
HACHEN, Germany 'UPD-Two
more 12.000-pound "tallboy" Brit
ish bombs were found Monday
embedded in a reservoir not far
from tlie spot where bomb ex
ports defused a blockbuster earl
ier this month.
The bombs were found while the
Sorpe Reservoir was being
cleaned, police said. The bombs
apparently were dropped in 1944
when the British knocked out the
Moehne Dam about nine miles
away. Officials have "not yet de
cided when the bombs will be de
fused,
