Might Appear Productive

Erobably productive Congress. It
i unlikely to seem spectacular il
only because very little ever docs
in the grinding legislative mill.
It will be self-conscious, per
haps just a little less conscrva
tive than the previous Congress
and, despite plenty of conflict, its
personal, relations with President
hisenhower may not curdle very
much.
Democrats and Republicans in
this Congress can not help being
self-conscious: lis two-year term
will be drawing to a close at the
time of the I960 elections when
voters choose a new Congress and
a new president.
Both groups know their per
tormance these next two years
will be a major factor in the elec
tion . outcome for themselves
and their party and that the
next president may be chosen
from this Congress,
It hardly seems in the cards
for this heavily Democratic Con
grcss to get into feuding, name-
calling and bitterness with Eisen
hower in his last two White House
years.
. During his first six years his
relations with Congress members
have been unusually polite and re
(trained, except in political cam
paigns. There docs not seem much
reason to change.
For this reason: Without resort
ing to slam-bang, the Democrats
were still able to win control of
Congress In three successive elec
tions while Eisenhower himself re
mained highly popular.
Nevertheless, there will be
broad conflicts between Eisenhow
tr and the Democrats in Congress
en the programs he wants and
the kind they want.

CLEVELAND, Ohio (UPI)
Police launched an intensive in
vestigation today within their own
ranks in a vice scandal allegedly
involving the police and fire de
partments and a 15-year-old runa
way girl.
Police Chief Frank Story said
he would consult with the prosecu
tor regarding the issuance of war
rants. He said the investigation of
the girl's story might take several
days.
Rookie patrolman James W.
1 Kelly, 24, was stripped of his
badge and jailed after signing a
statement admitting he had shared
a room with the girl last October
An entire platoon of one tire
department engine house was
filaced in a lineup for identifica
ion by the girl. Among those ac
cused were lour lircmen, three
patrolmen, a civilian ambulance
driver and a suburban polico chief.
The girl, from a suburban Eu
clid family, and Carl Galipo, 21,

as the girl's procurer, told of
their activities Sunday. '
The girl's parents said they had
pent $6,000 on medical and psy
chiatric care for their daughter
since 1856. They said she had run
away before but had not been

November's elections, that this
vould be a much more liberal
Congress than last year. But in
he first showdowns on strength
this year conservatives showed
they are still in charge.
In the Senate, a coalition of lib
erals from both parties lost heav
ily in their first test of strength
in a fight over the rules.
Liberal Republicans on opening
day tried to name one of their
own number their Senate leader.
but they were defeated by a ma
jority of conservative Republicans
who picked ben. fcverett Dnksen
of Illinois.
House Republicans are still un
der conservative leadership. They
were simply replacing an older
man with a younger one when they
substituted Rep. Charles Halleck
of Indiana for their old time lead
er, Rep. Joseph Martin of Massa
chuseus.
The two Texans who lead the
Democrats in Congress Speaker
Sam Rayburn and Sen. Lyndon
Johnson, are both conservative.
So are a majority of the Demo
crats who are committee chair
men in both houses.
Still, the voters sent a lot of
new men to Congress this year,
some of whom are expected to
take the liberal side. So, while
liberals are not in the majority.
their ranks have been strength
ened.
They should be able to exert
some pressure. Particularly Sen.
Johnson is not likely to ignore
them. Even though he out-maneu
vered them on the rules change
he is still making some conces
sions to them.
He is a great compromiser, anx
ious to have his big Democratic
majority work together as much
as possible.
He yields a little to each of the
opposing groups to reach a kind
of middle ground. This may not
satisfy either side completely, but
still shows some movement with
out leaving either completely dissatisfied.

Science Finds
Peanut That
Resists Yilt
RALEIGH, N.C. (AP)-A scien
tist has produced a disease and
wilt-resisting type of peanut by
atomic radiation. Other scientists
call it a milestone in fundamental
genetics, one of the first times
an improved strain of any living
thing has been developed through
atomic research in the United
States.
Dr. Walton C. Gregory of North
Carolina State College bombarded
peanut seeds with 18.500 roentgens
17 times the radiation .that can
kill a man.
This jumbled their genetic sys
tem and produced generations of
plants that were dwarfed, huge,
erect, prostrate, curled, maimed,
sterile, high yielders and low
yielders.
From these, Dr. Gregory and
other workers at a research farm
in Rocky Mount, N.C, developed
the desirable variety.
ft would take nature thousands
of years to provide such muta
tions. Radiation did it in minutes.
The peanuts were perfectly edi
ble. Dr. Gregory said the rays
passed through the seeds and
scrambled the genes, but neither
the seeds nor the growing plants
were radioactive.
North Carolina State College an
nounced Sunday the new seed will
be available to growers for limited
planting by next year.

Police Find Kidnaped Baby Alive, Healthy In Brooklyn

NEW YORK AP The kid
naped Chioncbio baby was found
alive and healthy bunday night in
a Brooklyn apartment. The infant
girl had been the object of an in
tense search since she was
snatched from a hospital 2V hours
after her birth nine days ago. -
Police and FBI agents, acting
on an anonymous tip, located the
baby in the second-floor flat of
Jean Iavarone, a 43-year-old di
vorcee and widow with seven liv
ing children.
Her apartment is about Vi
miles from St. Peter's Hospital
where the child was kidnaped late
Jan. z.
The child was returned to the
hospital. Authorities said she was
"in good condition." The youngest
baby ever kidnaped here, she was
taken before her parents had the
chance to have her baptized

Mrs. Iavarone denied the kid
naping and claimed the child is
hers, police said. They quoted her
as saying she had delivered the
baby unattended In her apartment
Jan. 2.
Chief of Detectives James B.
Leggett said the woman would be
booked on a kidnaping charge.
First positive identification of
the baby was announced by the
FBI, quoting the father, Frank,
Chionchio, 28. a lawyer lor the
Port of New York Authority, said
he recognized the baby on the
basis of a general family resem
blance" and a small scar over the
left eye he had noticed the night
the baby was born.

dicated the footprint of the baby
found in the apartment matched
the footprint of the Chionchio baby
taken shortly after birth. He said
the comparison was "okay."
The blood type of the baby was
