I SALEM (AP)-Oregon will fare
-badly in its supply of low-cost
; power in the future, compared
. with the rest of the Pacific North-
west, a report filed Wednesday
'with Public Utilities Commission

The report was made at Mor

' - It said that wise use of surplus
..secondary power can make ad
ditional firm power available.
Morgan said the report lays the
groundwork for procedures which

-which fail to make maximum use

The Zinder report advocates
; construction of major intercon
nections between Oregon and Cal
ifornia.
It warned that facilities lo be
-. developed by power companies
-would result in power costing

posed private developments plans
to extend service to new large

or electro-metals plants.

Khrushchev and other mrmbcrs
of the Communist Party Presidi
um occupied the head table at the
dinner. The premier offered the
traditional 10 or so toasts includ
ing one to the old year which he
said had been so "wonderful" for
the Soviet Union he hated to see
it go.
Toasting the Soviet people and
their capacity or hard work he
said Russia s new seven-vear eco
nomic plan was particulaly im
portant in view of competition
witn the United States.
He leaned in the direction of the
U.S. ambassador who was sitting
at a nearby table and added
".Mr. Thompson we are going
to overtake you.
Khrushchev said Communism
will triumph not by force but
peacefully as the people of the
world would como to see that it
was a better system than capital
But neither in the toasts nor in
a brief chat later with Thompson
flirt Khrushchev mention the latest
Western note to Berlin in which
the West refused to adopt a policy
ol appeasement.
In the course of the toasts
Khrushchev referred to the com
ing United States visit of Deputy
fremier Anastas Nikoyan who
was seated at his left. Khrushchev
said jestingly "He must promise
he will come back and if he
does not come back at least he
must promise he will not work

Voice Said Lost
WASHINGTON AP Like
many a New Year's celebralnr
hoarse from shouting, the Atlas
satellite may have lost its voice.
The Army said it appears that
communications tests with the sat
ellite have ended. The announce
ment followed a 24-hour period
during which the talking satellite
gine no response.
Officials said the batteries may
have been exhausted by the ex-
lent of communications since the
Dec. 18 launching.
